JOINT DECLARATION OF THE EUROPEAN UNION AND AUSTRALIA ON THE AGREEMENT ON THE PROCESSING AND TRANSFER OF PASSENGER NAME RECORD (PNR) DATA BY AIR CARRIERS TO THE AUSTRALIAN CUSTOMS AND BORDER PROTECTION SERVICE

1. De Australische dienst Douane en grensbescherming zorgt ervoor dat relevante en passende analytische informatie die uit PNR-gegevens wordt afgeleid, zo snel als praktisch haalbaar is, ter beschikking wordt gesteld van de politiële en justitiële autoriteiten van de betrokken lidstaten van de Europese Unie, of aan Europol of Eurojust, binnen de grenzen van hun respectieve mandaat, een en ander met inachtneming van andere regelingen of overeenkomsten inzake rechtshandhaving of uitwisseling van gegevens tussen Australië en een lidstaat van de Europese Unie of, in voorkomend geval, Europol of Eurojust.
1. The Australian Customs and Border Protection Service shall ensure the availability, as soon as practicable, of relevant and appropriate analytical information obtained from PNR data to police or judicial authorities of the Member State of the European Union concerned, or to Europol or Eurojust within the remit of their respective mandates, and in accordance with law enforcement or other information sharing agreements or arrangements between Australia and any Member State of the European Union, Europol or Eurojust, as applicable.

The signing of the Agreement between the European Union and Australia on the processing and transfer of Passenger Name Record (PNR) data by air carriers to the Australian Customs and Border Protection Service (the Agreement) is hereby authorised on behalf of the Union, subject to the conclusion of the said Agreement (1).

19. Calls on the US to remove customs impediments such as custom user fees and excessive invoicing requirements on importers; regrets the US Bureau of Customs and Border Protection's lack of recognition of the EU as a Customs Union and as a "country-of-origin"; calls on the US Government to reverse its negative stance towards EU membership of the World Customs Organization (WCO);

17. verzoekt de VS haar douanebarrières, zoals de douanegebruikersvergoedingen en buitensporige factureringseisen voor importeurs, af te schaffen; betreurt het feit dat de Amerikaanse Dienst douane en grensbewaking de EU niet erkent als douane-unie en als land van oorsprong; verzoekt de Amerikaanse regering af te stappen van haar negatieve standpunt over het lidmaatschap van de EU van de Werelddouane-organisatie;

1. is verheugd over de inspanningen van de Commissie inzake de bevordering van gelijke kansen voor mannen en vrouwen op veler beleidsgebieden van de Unie; betreurt echter dat DG's Economische en financiële zaken, Concurrentie, Energie en vervoer, Belastingen en douane-unie, Gezondheids- en consumentenbescherming, Handel, Uitbreiding, Bureau voor humanitaire hulp-ECHO, Begroting, Dienst interne audit, Gemeenschappelijke tolken- en conferentiedienst, Vertaaldienst, Publicatiebureau, Juridische dienst, Pers en communicatie, weinig bereidheid tonen om gender mainstreaming in hun beleid op te nemen of nieuwe specifieke beleidsacties te ondernemen; roept derhalve de desbetreffende tien verantwoordelijke commissarissen op om meer aandacht te besteden aan het gelijkekansenbeleid binnen hun diensten en beleidsterreinen en vóór 31 december 2004 aan het Parlement verslag uit te brengen over de door hen genomen maatregelen;

Welcomes the efforts made by the Commission to promote equal opportunities for women and men in many policy areas of the Union; regrets, however, that the Economic and Financial Affairs, Competition, Energy and Transport, Taxation and Customs Union, Health and Consumer Protection, Trade, and Enlargement DGs, ECHO (Humanitarian Aid Office), the Budget DG, the Internal Audit Service, the Joint Interpreting and Conference Service, the Translation Service, the Publications Office, the Legal Service and the Press and Communication DG seem to be rather unwilling to incorporate gender mainstreaming into their policies or to undertake new specific policy actions; calls, therefore, on the ten Commissioners with special responsibility in these fields to devote greater attention to the equal opportunities policy in their departments and policy areas and to submit a report to Parliament before 31 December 2004 on the measures which they have taken;
