27. verzoekt de Commissie om in het kader van reeds bestaande diensten of organen van de Commissie een speciale EU-coördinator voor stedelijk beleid aan te wijzen om de praktische invulling van deze coördinatie te controleren en te evalueren, zowel horizontaal (door alle belangrijke beleidssectoren erbij te betrekken) als verticaal (op alle overheidsniveaus); is van mening dat de speciale EU-coördinator voor stedelijk beleid met de hulp van de interdepartementale Commissiewerkgroep voor stedelijke ontwikkeling, binnen de Commissie een centraal loket moet opzetten voor stedelijk beleid en ervoor moet zorgen dat gegevens over stedelijk beleid binnen en tussen de diensten van de Commissie en diverse belanghebbenden naar behoren worden verzameld, beheerd en verspreid met als doel om een bewustmakingsmechanisme in het leven te roepen met het oog op vroegtijdige waarschuwing waarbij lokale en regionale autoriteiten in een vroeg stadium worden betrokken bij beleidsprocessen die gevolgen hebben voor dorpen, steden en functionele stedelijke gebieden;
27. Asks the Commission to designate a special EU urban coordinator, based on already existing services or bodies within the Commission, to monitor and evaluate the practical implementation of such coordination in a horizontal (engaging all relevant policy sectors) and vertical (engaging all levels of government) manner; is of the opinion that the special EU urban coordinator should, with the help of the Commission’s Inter-service Group on ‘Urban Development’, establish a ‘one-stop shop’ on urban policies within the Commission and ensure the proper collection, management and dissemination of data on urban policies within and between Commission services and with various stakeholders in such a way as to establish an awareness-raising mechanism for early warning and early stage involvement of local and regional authorities in policy processes with an impact on towns, cities and functional urban areas;

26. verzoekt de Commissie en de lidstaten met klem toe te zien op meer sectoroverschrijdende coördinatie op alle overheidsniveaus van beleid met een stedelijke dimensie, en zo een betere mainstreaming van geïntegreerde stedelijke ontwikkeling mogelijk te maken; verzoekt het directoraat-generaal voor Regionaal Beleid en Stadsontwikkeling (DG REGIO), dat belast is met het stedelijk beleid van de EU, in nauwe samenwerking met de interdepartementale Commissiewerkgroep voor stedelijke ontwikkeling, dit proces in gang te zetten en ervoor te zorgen dat de stedelijke dimensie in acht wordt genomen bij alle relevante nieuwe initiatieven; verzoekt de voorzitter van de Europese Commissie binnen het college van commissarissen een politiek leidsman te benoemen die de strategische koers uitzet voor de stedelijke agenda van het Europese beleid en jaarlijks verslag uitbrengt aan het Parlement;
26. Urges the Commission and the Member States to make sure that a higher degree of cross-sector coordination of policies with an urban dimension is ensured at all levels of government to allow better mainstreaming of integrated urban development; calls on the Directorate-General for Regional and Urban Policy (DG REGIO), responsible for the EU’s urban policies, in close cooperation with the Commission’s existing Inter-service Group on ‘Urban Development’, to drive this process and to make sure that the urban dimension is taken into account in all relevant new initiatives; asks the President of the European Commission to appoint a political lead within the College of Commissioners to give strategic direction to the Urban Agenda of European policies and to report annually to Parliament on the Urban Agenda;

Takes the view that current Union foreign policy continues to be very much influenced by the foreign policies of particular Member States; emphasises that the policy of sidelining countries with specific expertise on some of the ongoing conflicts, specifically the Ukrainian-Russian conflict, dominates the results of Union foreign policy; invites the EEAS to consistently monitor this and take into account the possible effect that the foreign policy of particular Member States has on Union foreign policy;

Welcomes the Commission's Green Paper ‘Towards a future maritime policy for the Union: a European vision for the oceans and seas’ and supports the integrated approach to maritime policy, in which, for the first time, maritime policy areas such as shipyards, shipping, ship-safety, tourism, fisheries, ports, marine environment, research, industry, spatial planning and others are described and their mutual interdependence highlighted; sees this as an opportunity for the EU and its Member States to develop a forward-looking maritime policy, cleverly combining protection of the marine environment and innovative, intelligent use of the seas while ensuring that sustainability remains at the heart of maritime policy; believes that the EU has the opportunity to pioneer an innovative and sustainable maritime policy and that this requires that Member States act with a sense of common purpose; notes that Parliament will, in future, evaluate each Council Presidency according to progress made in the field of European maritime policy;
