204. roept op tot een gemeenschappelijke EU-actie tegen landroof, door de bevordering van passende waarborgen ter voorkoming van landroof in de betrokken landen en door EU- en andere Europese bedrijven die daar gevestigd zijn; merkt op dat het feit dat aan de armen op het platteland en in de steden de toegang tot land en natuurlijke hulpbronnen wordt ontzegd, één van de belangrijkste redenen voor honger en armoede in de wereld is, hetgeen een impact heeft op het genot door de lokale gemeenschappen van hun mensenrechten en van hun recht op geschikte voeding; verzoekt om een beoordeling van het effect van het EU-handelsbeleid op landroof; is ingenomen over de betrokkenheid van de EU bij de ontwikkeling van de mondiale facultatieve richtsnoeren voor verantwoord beheer van bodemgebruik, visserij en bosbouw in de context van de nationale voedselzekerheid, die onder auspiciën van de Verenigde Naties zijn aangenomen, en verzoekt om de tenuitvoerlegging ervan en om de aanneming van bindende richtsnoeren ter voorkoming van landroof; benadrukt niettemin dat mensenrechten- en armoedebestrijdingsoverwegingen dringend moeten worden geïntegreerd in de besluitvorming over de aankoop of langdurige pacht van grote stukken grond door investeerders; beschouwt de reactie van de EU op deze kwestie als een belangrijke test voor haar belofte om in haar ontwikkelingssamenwerkingsbeleid in de richting van een op recht gebaseerde aanpak te evolueren, zoals bedoeld in het Verdrag van Lissabon, waardoor het ontwikkelingsbeleid van de EU verder zou bijdragen tot de duurzame economische, sociale en ecologische ontwikkeling van ontwikkelingslanden met als voornaamste doel het uitroeien van armoede in de hele wereld; verzoekt de EU om zich, in overeenstemming met de aanbevelingen van de speciale VN-rapporteur voor het recht op voedsel, te verbinden tot een fundamentele verschuiving naar agro-ecologie als een manier om het recht op voedsel te waarborgen;

Calls for concerted EU action to address the problem of land-grabbing through the promotion of adequate safeguards to prevent it in the countries concerned and among EU and other European companies present in those countries; notes that the denial of access to land and natural resources to the rural and urban poor is one of the key causes of hunger and poverty in the world, thereby having an impact on the local communities’ enjoyment of their human rights, and particularly on their right to adequate food; calls for an assessment of the impact of EU trade policy on land-grabbing; welcomes the EU’s involvement in the development of the global Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security, adopted under the aegis of the UN, and calls for their implementation and for the adoption of binding guidelines for preventing land-grabbing; emphasises, nevertheless, the urgent need to mainstream human rights and poverty reduction considerations in decision-making regarding the acquisition or long-term lease of large areas of land by investors; considers the EU’s response to this issue to be an important test of its commitment to moving toward a rights-based approach in its development cooperation policy, as envisioned in the Lisbon Treaty and through which the EU's development policy would further contribute to the sustainable economic, social and environmental development of developing countries, with the primary aim of eradicating poverty in the world; calls for the EU to commit, in line with the recommendations of the UN Special Rapporteur on the right to food, to a fundamental shift towards agro-ecology as a means of guaranteeing the right to food;
