Points out that the working methods of the Lisbon Strategy have to be improved also in the Council; takes the view that, in this respect, the invitation of the Employment and Social Affairs Ministers and other Council formations involved together with ECOFIN Ministers to the European Spring Summit will be of importance in balancing Monetary Union with clear economic, environmental and social governance; calls in this context on the Commission to prepare an annual stocktaking of the Cardiff, Göteborg and Johannesburg process, to be presented together with the synthesis report in order to make sure that sustainable development becomes a major and regular aspect of forthcoming Spring Councils;
