If it is not possible to arrange for the participating unit to be released of its obligation referred to in Article 9(1) as soon as reasonably practicable, taking into account the safety of the rescued persons and that of the participating unit itself, it shall be authorised to disembark the rescued persons in the host Member State.

1. Wanneer de markttoezichtautoriteiten van een lidstaat maatregelen hebben genomen krachtens artikel 20 van Verordening (EG) nr. 765/2008 of voldoende redenen hebben om aan te nemen dat een onder deze verordening vallend voertuig of systeem of een onder deze verordening vallend onderdeel of technische eenheid een ernstig risico voor de gezondheid of veiligheid van personen of voor andere onder deze verordening vallende aspecten van de bescherming van algemene belangen vormt, voert de goedkeuringsinstantie die de goedkeuring heeft verleend een beoordeling van het voertuig of systeem of van het onderdeel of de technische eenheid uit in het licht van alle in deze verordening vastgestelde voorschriften.
1. Where the market surveillance authorities of one Member State have taken action pursuant to Article 20 of Regulation (EC) No 765/2008, or where they have sufficient reason to believe that a vehicle, system, component or separate technical unit covered by this Regulation presents a serious risk to the health or safety of persons or to other aspects of the protection of public interests covered by this Regulation, the approval authority that granted the approval shall carry out an evaluation in relation to the vehicle, system, component or separate technical unit concerned covering all the requirements laid down in this Regulation.

1. Indien een lidstaat, na krachtens artikel 46, lid 1, een evaluatie te hebben uitgevoerd, van oordeel is dat voertuigen, systemen, onderdelen of technische eenheden, ook al voldoen zij aan de toepasselijke voorschriften of zijn zij naar behoren gemerkt, een ernstig gevaar vormen voor de veiligheid, dan wel het milieu of de volksgezondheid ernstig kunnen schaden, verlangt deze lidstaat van de betrokken marktdeelnemer dat hij alle passende corrigerende maatregelen neemt om ervoor te zorgen dat het voertuig of systeem of het onderdeel of de technische eenheid op het moment van het in de handel brengen of de registratie of na het in het verkeer brengen ervan niet langer een risico vormt, of dat hij het voertuig of het systeem of het onderdeel of de technische eenheid uit de handel neemt of binnen een redelijke termijn, die evenredig is met de aard van het risico, terugroept.
1. Where, having performed an evaluation under Article 46(1), a Member State finds that vehicles, systems, components or separate technical units, although they comply with the applicable requirements or are properly marked, present a serious risk to safety or may seriously harm the environment or public health, it shall require the relevant economic operator to take all appropriate measures to ensure that the vehicle, system, component or separate technical unit concerned, when placed on the market, registered or after its entry into service, no longer presents that risk, to withdraw the vehicle, system, component or separate technical unit from the market or to recall it within a reasonable period, commensurate with the nature of the risk.

1. 1. Where a manufacturer who has been granted an EU whole-vehicle type-approval is obliged, in accordance with Regulation (EC) No 765/2008, to recall vehicles placed on the market, registered or for which the manufacturer was responsible for the entry into service, because a system, component or separate technical unit fitted to the vehicle presents a serious risk to safety, public health or environmental protection, whether or not duly approved in accordance with this Regulation, or because a part not subject to any specific requirements under type-approval legislation presents a serious risk to safety, public health or environmental protection, that manufacturer shall immediately inform the approval authority that granted the vehicle approval.

The European Union expects the President and the Prime Minister of Burundi to fulfil the undertakings they gave at the Summit to overcome the crisis in Burundi and, with the help of the countries of the region, to put an end to the violence which is destroying the people of Burundi. 4.
