Daartoe dient een nieuw artikel 8 bis in de tekst (Besluit van de vertegenwoordigers van de regeringen betreffende de financiële gevolgen van het aflopen van het Verdrag tot oprichting van de Europese Gemeenschap voor kolen en staal (COM (2000) 519)) te worden opgenomen, dat als volgt luidt: "Voor 24 juli 2004 dient de Commissie een voorstel in op grond waarvan het Fonds voor onderzoek inzake kolen en staal met openbare en particuliere middelen kan worden uitgebreid en andere onderwerpen van onderzoek behandeld kunnen worden.
