Om de in de strategie van de Unie voor slimme, duurzame en inclusieve groei vermelde streefcijfers en doelstellingen te kunnen realiseren, moet het EFRO in het kader van de doelstelling "Europese territoriale samenwerking" bijdragen tot de verwezenlijking van de thematische doelstellingen die bestaan in de ontwikkeling van een op kennis, onderzoek en innovatie gebaseerde economie, inclusief door de bevordering van samenwerking tussen ondernemingen, met name tussen mkb-bedrijven, en door bevordering van de opzetting van systemen voor grensoverschrijdende informatie-uitwisseling op het gebied van ICT; de bevordering van een groenere, qua gebruik van hulpbronnen efficiëntere en concurrerende economie, inclusief door de bevordering van duurzame grensoverschrijdende mobiliteit; de totstandbrenging van een hoge werkgelegenheid waarmee wordt gezorgd voor sociale en territoriale samenhang, inclusief door activiteiten ter ondersteuning van duurzaam toerisme, cultuur en natuurlijk erfgoed in het kader van een territoriale strategie met als doel het realiseren van werkgelegenheidsvriendelijke groei; en de ontwikkeling van administratieve capaciteit. lijst van investeringsprioriteiten onder de verschillende thematische doelstellingen moet echter worden aangepast aan de specifieke behoeften van de doelstelling "Europese territoriale samenwerking", door het verstrekken van aanvullende investeringsprioriteiten die met name de voortzetting in het kader van de grensoverschrijdende samenwerking mogelijk maken van de juridische en administratieve samenwerking, de samenwerking tussen burgers en instellingen, en de samenwerking op het gebied van werkgelegenheid, opleiding, integratie van gemeenschappen en sociale insluiting in een grensoverschrijdend perspectief, en door de ontwikkeling en coördinatie van macroregionale en zeebekkenstrategieën in het kader van de transnationale samenwerking.
In order to deliver on the targets and objectives set out in the Union strategy for smart, sustainable and inclusive growth, the ERDF should contribute under the European territorial cooperation goal to the thematic objectives of developing an economy based on knowledge, research and innovation, including through the fostering of cooperation between businesses, particularly between SMEs, and through the promotion of the establishment of systems for cross-border information exchange in the area of ICT; promoting a greener, more resource-efficient and competitive economy, including through the promotion of sustainable cross-border mobility; fostering high employment that results in social and territorial cohesion, including through activities supporting sustainable tourism, culture and natural heritage as part of a territorial strategy aimed at achieving employment-friendly growth; and developing administrative capacity. However, the list of the investment priorities under the different thematic objectives should be adapted to the specific needs of the European territorial cooperation goal, by providing for additional investment priorities allowing in particular for the continuation under cross-border cooperation of legal and administrative cooperation, cooperation between citizens and institutions, and of cooperation in the fields of employment, training, integration of communities and social inclusion in a cross-border perspective, and by the development and coordination of macro-regional and sea-basin strategies under transnational cooperation.

Overeenkomstig artikel 3, lid 2, onder c), van Verordening (EG) nr. 1083/2006 wordt met de doelstelling „Europese territoriale samenwerking” beoogd de grensoverschrijdende samenwerking te intensiveren door gezamenlijke lokale en regionale initiatieven, en de transnationale samenwerking te intensiveren door met de prioriteiten van de Gemeenschap verband houdende acties die bevorderlijk zijn voor de geïntegreerde territoriale ontwikkeling.
Pursuant to point (c) of Article 3(2) of Regulation (EC) No 1083/2006 the European territorial cooperation objective aims at strengthening cross-border cooperation through joint local and regional initiatives and transnational co-operation by means of action conducive to integrated territorial development linked to Community priorities.
