Artikel 8, lid 1, onder b), stelt de regel van extraterritoriale bevoegdheid vast wanneer de dader een onderdaan van het betrokken land is.
Article 8(1)(b) establishes the rule of extra-territorial jurisdiction when the offender is one of the national of the country concerned.

In verband met de extraterritoriale bevoegdheid hebben de lidstaten echter niet voldoende informatie verstrekt om te kunnen beoordelen hoe ver zij zijn gegaan in de uitvoering van deze regel.
Concerning extra-territorial jurisdiction, however, Member States did not offer sufficient information to evaluate how far they have gone in the implementation of such a rule.
