Halon 1301, halon 1211 en halon 2402 (hierna „halonen” genoemd) zijn stoffen die de ozonlaag afbreken en die als gereguleerde stoffen zijn opgenomen in groep III van bijlage I bij Verordening (EG) nr. 1005/2009.
Halon 1301, halon 1211 and halon 2402 (hereinafter referred to as ‘halons’) are ozone-depleting substances listed as controlled substances in Group III of Annex I to Regulation (EC) No 1005/2009.

Tevens wordt aan artikel 11 een nieuw lid toegevoegd waarin de uitvoer van halon voor kritische toepassingen na 31 december 2003 verboden wordt indien het halon niet afkomstig is uit door de bevoegde autoriteit toegestane faciliteiten voor de opslag van halon voor kritische toepassingen.
A new paragraph is also added to Article 11 prohibiting the exports of halon for critical uses after 31 December 2003 if the halon is not from facilities authorised by the competent authority to store halon for critical uses.

4. Uitvoer vanuit de Gemeenschap van halon en van producten en apparatuur die halon bevatten ter voorziening in de kritische toepassingen als vermeld in bijlage VII, zijn aan goedkeuring onderworpen voor de periode van 1 januari t/m 31 december 2004 en elke daaropvolgende periode van 12 maanden.
