Weliswaar kunnen de intergouvernementele werking, het ontbreken van supranationale prerogatieven, de onmogelijkheid om bindende besluiten te nemen en op te leggen en de bestuursstructurele tekortkomingen niet ontkend worden, maar de invoering van een douane-unie en vervolgens een binnenmarkt en op langere termijn een gezamenlijke munt laten zien dat de machthebbers in de regio verder willen gaan met een integratieproces, op basis van multilaterale samenwerking, dat – zo mag onderstreept worden – heeft bewezen stabiel te zijn.
While the intergovernmental nature of its operations, its lack of supranational prerogatives, its inability to adopt or impose binding rules and its structural administrative weaknesses cannot be denied, its establishment of a customs union and then a single market and its ultimate goal of a single currency indicate regional decision makers’ desire to press ahead towards integration based on cooperation and multilateralism, an approach which – we would stress – has proven its worth in terms of stability.

1. The Union shall comprise a customs union which shall cover all trade in goods and which shall involve the prohibition between Member States of customs duties on imports and exports and of all charges having equivalent effect, and the adoption of a common customs tariff in their relations with third countries.

Ter invoering van de nieuwe strategie voor de douane-unie heeft de Commissie vijf actieterreinen bepaald: de wetgeving vereenvoudigen en rationaliseren, de douanecontroles verbeteren, een goede dienstverlening voor de ondernemingen garanderen, de opleidingen en de internationale samenwerking op douanegebied verbeteren.
The Commission has indicated five areas of action for introducing the new strategy for the Customs Union: simplifying and rationalising legislation, improving customs controls, providing a good service to the business community, improving training and improving international cooperation in the customs field.
