Naar aanleiding van het verzoek van de Raad om een methodologie voor de evaluatie van de diensten van algemeen belang werd in de mededeling « Een methodologische nota voor de horizontale evaluatie van diensten van algemeen economisch belang" [94] een door de Commissie bij toekomstige horizontale evaluaties te benutten methodologie uiteengezet.

(18) In order to permit adaptation to technical and scientific progress of Directive 98/70/EC, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of the mechanism to monitor and reduce greenhouse gas emissions, the methodological principles and values necessary for assessing whether sustainability criteria have been fulfilled in relation to biofuels, criteria and geographic ranges for determining highly diverse grassland, the methodology for the calculation and reporting of lifecycle greenhouse gas emissions, the methodology for the calculation of indirect land-use change emissions, the permitted level related to the metallic additives content in fuels, the permitted analytical methods related to the fuel specifications and the vapour pressure waiver permitted for petrol containing bioethanol.

De Commissie is bevoegd overeenkomstig artikel 48 gedelegeerde handelingen vast te stellen om de in lid 1, tweede alinea, van dit artikel vastgestelde methodologie aan te passen aan elke verandering van de in de GPA-overeenkomst vastgestelde methodologie voor de herziening van de in artikel 8, lid 1, bedoelde drempels en voor de vaststelling van de corresponderende waarden in de nationale valuta van de lidstaten die niet de euro als munt hebben, als bedoeld in lid 2 van dit artikel.
4. 2. De lidstaten zorgen ervoor dat er op nationaal niveau een gedetailleerde en duidelijk omschreven methodologie wordt gebruikt, die beantwoordt aan de beste beschikbare praktijken. Zij informeren de Commissie over de toegepaste methodologie, waarna deze de informatie in elektronische vorm ter beschikking stelt van de andere lidstaten.
2. Member States shall ensure that, at national level, a detailed and well-defined methodology, corresponding to the best available practices, is used and shall inform the Commission of the methodology applied; the Commission shall make this information available in electronic form to other Member States.
