Vrouwenhandel stond ook in 2000 hoog op de beleidsagenda. Vrouwenhandel is een wereldomvattend probleem; vrouwen worden uit Midden- en Oost-Europa, Noord- en Midden-Afrika, Latijns-Amerika en Azië naar de EU gebracht.

23. verzoekt de delegatie voor de betrekkingen met de landen van Midden-Amerika en de Gemengde Parlementaire Commissie EU-Mexico het thema "geweld tegen vrouwen, vrouwenmoorden en straffeloosheid in Mexico, Midden-Amerika en Europa" op systematische wijze op te nemen in het programma voor hun respectieve parlementaire missies, alsook tijdens de bezoeken van Mexicaanse en Midden-Amerikaanse parlementaire delegaties aan Europa, om de systematische controle van de toestand van de mensenrechten te garanderen, zoals is voorzien in de normen die zijn goedgekeurd door de Conferentie van voorzitters van de delegaties van het Parlement in 2006;
23. Calls on its Delegation for relations with the countries of Central America and the EU-Mexico Joint Parliamentary Committee systematically to integrate gender violence, feminicide and impunity in Mexico, Central America and Europe in the programmes for their respective parliamentary missions as well as on the occasion of visits to Europe by Mexican and Central American parliamentary delegations, in order to ensure that the human-rights situation is systematically monitored, as provided for in the rules adopted by Parliament's Conference of Delegation Chairs in 2006;

23. verzoekt de Gemengde Parlementaire Commissie EU-Mexico en de delegatie voor de betrekkingen met de landen van Midden-Amerika het thema “geweld tegen vrouwen, vrouwenmoorden en straffeloosheid in Mexico, Midden-Amerika en Europa” op systematische wijze op te nemen in het programma voor hun respectieve parlementaire missies, alsook tijdens de bezoeken van de Mexicaanse en Midden-Amerikaanse parlementaire delegaties aan Europa, om de systematische controle van de toestand van de mensenrechten te garanderen, zoals is voorzien in de normen die zijn goedgekeurd door de Conferentie van voorzitters van de delegaties van het Europees Parlement in 2006;

Calls on the EU-Mexico Joint Parliamentary Committee and on Parliament's Delegation for relations with the countries of Central America to systematically integrate the issue of ‘gender violence, feminicide and impunity in Mexico, Central America and Europe' in the programmes for their respective parliamentary missions, and also when visits are made to Europe by the Mexican and Central American parliamentary delegations, in order to ensure that the human-rights situation is systematically monitored, as provided for in the rules adopted by the European Parliament's Conference of delegation chairs in 2006;

(2) Verordening (EEG) nr. 3906/89 van de Raad van 18 december 1989 betreffende economische hulp aan bepaalde landen in Midden- en Oost-Europa(2), Verordening (EG) nr. 555/2000 van de Raad van 13 maart 2000 betreffende de uitvoering van acties in het kader van de pretoetredingsstrategie voor de Republiek Cyprus en de Republiek Malta(3), Verordening (EG) nr. 2500/2001 van de Raad van 17 december 2001 betreffende financiële pretoetredingssteun voor Turkije(4), Verordening (EG) nr. 1268/1999 van de Raad van 21 juni 1999 inzake steunverlening door de Gemeenschap voor pretoetredingsmaatregelen op het gebied van landbouw en plattelandsontwikkeling in de kandidaat-lidstaten in Midden- en Oost-Europa gedurende de pretoetredingsperiode(5), en Verordening (EG) nr. 1267/1999 van de Raad van 21 juni 1999 tot instelling van een pretoetredingsinstrument voor structuurbeleid(6) moeten derhalve dienovereenkomstig worden gewijzigd.
(2) Therefore, Council Regulations (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of central and eastern Europe(2), (EC) No 555/2000 of 13 March 2000 on the implementation of operations in the framework of the pre-accession strategy for the Republic of Cyprus and the Republic of Malta(3), (EC) No 2500/2001 of 17 December 2001 concerning pre-accession financial assistance for Turkey(4), (EC) No 1268/1999 of 21 June 1999 on Community support for pre-accession measures for agriculture and rural development in the applicant countries of central and eastern Europe in the pre-accession period(5) and (EC) No 1267/1999 of 21 June 1999 establishing an instrument for structural policies for pre-accession(6) should be amended accordingly,

– gezien het tragische verlies van mensenlevens en de grote schade die medio augustus 2002 door deze overstromingen in Midden-Europa is veroorzaakt,
– having regard to the tragic loss of human lives and extensive damage caused by these floods in the central part of Europe during the middle of August 2002,

(12) De met de EVA/EER-landen gesloten EER-Overeenkomst en de aanvullende protocollen bij de met de landen van Midden- en Oost-Europa gesloten associatieovereenkomsten voorzien in de deelname van deze landen aan communautaire programma's.
