Stresses that, in addition to regulation and supervision, efforts towards a cultural change in the financial sector have to be pursued further; calls on all actors in the financial sector, including banks, non-banks, national central banks and the ECB, to work towards a cultural change and a culture of compliance within their organisations that puts the interest of customers first, ensures a system of liability for responsible key managers and a longer-term orientation of financial market participants, and contributes to the diversity of funding sources; stresses the benefits of a long-term partnership approach to funding and a diversified European banking sector with an important role of relationship banking for consumers and micro, small and medium-sized enterprises, in particular in terms of reducing asymmetries in information, thanks also to instruments available through new digital technologies;

Met betrekking tot totale depositoverplichtingen en de activacategorie totale leningen wordt een extra onderscheid gemaakt voor central banken (S.121) en deposito-instellingen met uitzondering van de centrale bank (S.122) en voor de buitenlandse banken en niet-banken voor een beter inzicht in het kredietverstrekkings- en financieringsbeleid in de bancaire sector en een betere monitoring van interbancaire activiteiten.

Is fully aware that the negotiations on the MFF 2014-2020 are taking place in a very difficult social, economic and financial context, in which Member States are engaging in considerable efforts to make fiscal adjustments to their national budgets, with a view to the sustainability of public finances and the stability of the banking sector and the single currency; insists that the Union cannot be seen as adding an extra fiscal burden on taxpayers; is, however, convinced that the EU budget is a part of the solution to enable Europe to emerge from the current crisis by promoting investments in growth and jobs and helping Member States tackle, collectively and in concerted fashion and on a sustainable basis, the present structural challenges, in particular loss of competitiveness, rising unemployment and poverty;
