TRADUCTIONS EN CONTEXTE

Om lidstaten te helpen bij het implementeren van OI-hervormingen op basis van de prioriteitsassen die zijn vastgesteld in sectie 2.2 van deze Mededeling, zal de Commissie de momenteel beschikbare hulpmiddelen voor het beoordelen van de kwaliteit en de effectiviteit van OI-hervormingen herzien en besprekingen beginnen met lidstaten over de implementatie van de hervormingen voor OI-prioriteit en de mogelijke behoefte aan een geïntegreerde, op feitelijke onderbouwing gebaseerde aanpak om de kwaliteit van OI-beleid op niveau van de lidstaat te beoordelen.
To assist Member States in the process of implementing RI reforms based on the priority axes identified in section 2.2 of this Communication, the Commission will review the currently available tools to assess the quality and effectiveness of RI reforms and launch discussions with Member States on the implementation of the RI priority reforms and the possible need for an integrated, evidence-based approach to assess the quality of RI policies at Member States level.

8. onderstreept het belang van een strategische en gestructureerde dialoog op lange termijn met de LAS, OIS en GCC; is in dit opzicht ingenomen met de op 11 juni 2014 in Athene aangenomen verklaring en het memorandum van overeenstemming van januari 2015, en roept ertoe op deze volledig ten uitvoer te leggen; wijst er met nadruk op dat het van cruciaal belang is frequente topconferenties tussen de EU en de LAS, OIS en GCC te organiseren; onderstreept de centrale rol die de LAS moet spelen bij de oplossing van crises; is ervan overtuigd dat deze crises aantonen dat de LAS door haar leden tot een daadwerkelijk besluitvormingsorgaan moet worden omgevormd dat in staat is bindende besluiten goed te keuren; herinnert aan de strategische samenwerking tussen de Europese Unie en de GCC; benadrukt dat de GCC een positieve, politieke invloed kan uitoefenen op de crisis- en conflictbeheersing in de MONA-landen;
8. Stresses the importance of long-term strategic dialogue with the LAS, OIC and GCC; welcomes, in this regard, the declaration adopted in Athens on 11 June 2014 and the memorandum of understanding of January 2015, and calls for their full implementation; stresses the crucial importance of the organisation of frequent summits between the EU and LAS, OIC and GCC; stresses the central role to be played by the LAS in terms of crisis resolution; believes that these crises highlight the need for the LAS to be transformed by its members into a fully-fledged executive body genuinely capable of taking binding decisions; notes the strategic cooperation between the European Union and the GCC; stresses that the GCC could exert a positive political influence in the management of crises and conflicts in the MENA countries;

7. is verheugd over de deelname van een aantal landen van de MONA-regio aan de internationale coalitie tegen ISIS/Da'esh; verzoekt hun regeringen en de internationale gemeenschap dringend hun inspanningen in de strijd tegen de financiering van het internationale terrorisme en de oorlogen in Syrië en Libië op te voeren; herhaalt zijn oproep aan alle landen van de regio om te voorkomen dat individuen en particuliere of publieke entiteiten financiële middelen verstrekken of financiering mogelijk maken ten behoeve van terroristische organisaties en Syrische individuen en bedrijven die banden met de Syrische regering hebben en vallen onder EU–sancties die strikt genoeg moeten zijn; dringt aan op hun deelneming aan stelsels voor regionale samenwerking om het kapitaalverkeer te kunnen bewaken waarbij een samenwerking tot stand wordt gebracht tussen de Samenwerkingsraad van de Golf (GCC), de LAS, de OIS en de instellingen van de EU; onderstreept dat het dringend noodzakelijk is een doeltreffend stelsel van sancties op te zetten dat met de LAS, OIS en GCC wordt gecoördineerd om een einde te maken aan de financiering van ISIS/Da'esh door internationale actoren en de verkoop van illegaal geproduceerde olie door de terroristische organisatie; onderstreept in dit verband tevens de urgente noodzaak van meer samenwerking tussen de douaneautoriteiten aan de grens van Turkije, Irak en Syrië om te verhinderen dat ISIS/Da'esh illegale olie verkoopt;
7. Welcomes the involvement of some countries of the MENA region in the international coalition against ISIL/Da'esh; urges their governments and the international community to redouble their efforts to prevent the financing of international terrorism and wars in Syria and Libya; reiterates its call on all countries of the region to prevent individuals and private and public entities from funding or facilitating funding of terrorist organisations or Syrian individuals or companies affiliated to the Syrian Government currently under EU sanctions, which must be sufficiently severe; calls for their participation in schemes for regional cooperation in monitoring capital movements, establishing collaboration between the Gulf Cooperation Council (GCC), the LAS, the OIC and the EU institutions; stresses the urgent need to introduce an efficient system of penalties coordinated with the LAS, OIC and GCC so as to put an end to ISIL/Da’esh financing by international actors and commercialisation of illegally produced oil by the terrorist organisation; stresses also, in this regard, the urgent need for increased cooperation between customs authorities at the border of Turkey, Iraq and Syria to prevent ISIL/Da’esh from selling illegal oil;
