Voor een belangrijk deel van PHARE, namelijk het onderdeel betreffende de economische en sociale samenhang (dat de kandidaat-lidstaten moet voorbereiden op de structuurfondsen) zou als voorwaarde vooraf moeten gelden dat de kandidaat-lidstaten deze structurele hervormingen moeten opnemen in de prioritaire sectoren van hun plan voor nationale ontwikkeling waarvoor in dit verband een beroep wordt gedaan.
