Each Member State shall ensure the implementation of its national programme for the management of spent fuel and radioactive waste (‘national programme’), covering all types of spent fuel and radioactive waste under its jurisdiction and all stages of spent fuel and radioactive waste management from generation to disposal.

Operations involved in shipments of radioactive waste or spent fuel are subject to a number of requirements under Community[3] legislation and international legally binding Conventions[4] regarding in particular the safe transport of radioactive material and the conditions under which radioactive waste or spent fuel is disposed of or stored in the country of destination.
