TRADUCTIONS EN CONTEXTE

De EU is een belangrijke speler op het gebied van voedselzekerheid en goede voeding. In de periode 2006-2011 zijn voor een bedrag van ruim 1 miljard euro per jaar financieringsbesluiten vastgesteld voor plattelandsontwikkeling, ruimtelijke ordening, duurzame landbouw en continuïteit en kwaliteit van de voedselvoorziening. Er zijn gerichte initiatieven ontplooid ter bevordering van de continuïteit en de kwaliteit van de voedselvoorziening, waaronder de Voedselfaciliteit van 1 miljard euro voor de landen die het zwaarst waren getroffen door de voedselprijzencrisis van 2007-2008 en het MDG-initiatief van 1 miljard euro voor de landen die achterstand hebben opgelopen bij de verwezenlijking van de millenniumdoelstellingen, in het bijzonder wat betreft MDG1c (halvering van het percentage mensen dat honger lijdt), en ook MDG3 en 4. Daarnaast pakt de EU acute voedselproblemen aan via haar humanitaire en ontwikkelingshulp.
The EU is a major actor in terms of food and nutrition security – financial decisions towards rural development, territorial planning, sustainable agriculture and food and nutrition security amount to an average of over EUR 1 billion annually for the period 2006-2011.Particular initiatives, all of which have contributed to enhanced food and nutrition security, have included the EUR 1 billion Food Facility, which assisted those countries worst affected by the 2007/2008 food price crisis and the EUR 1 billion MDG Initiative, which supports those countries which are lagging behind in meeting these goals including in particular MDG 1c on halving the proportion of people who suffer from hunger, as well as MDG 3 and 4, In addition, the EU addresses acute food and nutrition insecurity through humanitarian and development assistance.

For the purpose of point 3 of this Annex, governmental stockholding programmes for food security purposes in developing countries whose operation is transparent and conducted in accordance with officially published objective criteria or guidelines shall be considered to be in conformity with the provisions of this point, including programmes under which stocks of foodstuffs for food security purposes are acquired and released at administered prices, provided that the difference between the acquisition price and the external reference price is accounted for in the AMS.

38. beklemtoont dat de huidige voedselcrisis aantoont dat politieke stabiliteit, regionale integratie, democratie en mensenrechten moeten worden bevorderd, niet alleen in de EU maar wereldwijd; dringt er daarom bij alle relevante betrokkenen op aan menselijke en democratische waarden en de rechtsstaat te verdedigen bij het oplossen van de huidige voedselcrisis en bij het aanpakken van de langetermijnproblemen inzake de continuïteit van de voedselvoorziening;
38. Underlines that the current food crisis demonstrates the need to promote political stability, regional integration, democracy and human rights, not only within the EU, but also worldwide; calls, therefore, on all relevant stakeholders to promote human and democratic values and the rule of law when addressing the current food crisis and tackling long-term food security problems;

Naar aanleiding van de discussie over het stabiliteits- en groeipact heeft de Commissie in september 2004 een mededeling goedgekeurd over versterking van de economische governance en verduidelijking van de tenuitvoerlegging van het stabiliteits- en groeipact, waarin een aantal verbeteringen wordt voorgesteld.
