4. onderkent het potentieel van biomassa als een moderne energiedrager, mits er strenge duurzaamheidscriteria gehanteerd worden; benadrukt met name het potentieel dat in veel tropische landen bestaat voor energiegewassen waarmee kan worden voorzien in zowel warmtekrachtkoppeling als biobrandstoffen door middel van efficiënte energieomzetting; beseft evenwel dat bepaalde hernieuwbare energiebronnen, met inbegrip van bio-ethanol en biodiesel uit agrarische grondstoffen, schadelijk voor de traditionele landbouw zouden kunnen zijn en een negatieve invloed op de wereldvoedselproductie en de biodiversiteit zouden kunnen hebben; beklemtoont dat er, gezien deze negatieve effecten, zeer zorgvuldig moet worden nagedacht over de eventuele verlening van steun uit het GEEREF voor biobrandstofprojecten;

Recognises the potential of biomass as a modern energy carrier, provided that strict sustainability criteria are applied; stresses in particular the potential in many tropical countries for energy crops to provide both co-generation and biofuels through efficient energy-conversion; recognises, however, the potential harm caused by certain renewable energy sources, including bio-ethanol and bio-diesel from agricultural raw materials, to traditional agriculture, global food production and biodiversity; stresses that in view of these adverse effects, any potential approval of biofuel projects as eligible under the GEEREF must be considered with caution;

B. whereas the human dimension of vulnerability to climate change is being frequently, and tragically, underlined, as illustrated most recently by the devastating cyclone in India and the flooding in parts of France in November 1999; whereas the disruptive changes experienced in many parts of the world are consistent with many of the anticipated impacts of climate change including persistent alteration of regional weather patterns, frequent tropical storms, more widespread occurrence of mosquito-borne diseases such as malaria, desertification, decreased productivity in fisheries and agriculture, extensive coastal erosion and flooding of low-lying land which may well lead to large-scale demographic migrations,

Deze doelstelling moet worden bereikt via de POSEIDOM-verordening voor de landbouw waarin voor 1993 maatregelen en bijzondere steun ten bedrage van meer dan 65 miljoen ecu zijn vastgesteld, met name : - maatregelen om de DOM gemakkelijker te voorzien van basis- landbouwprodukten, zowel uit de Gemeenschap als uit ontwikkelingslanden; - steun voor de plaatselijke produktie van de DOM; - steun voor de traditionele sectoren (bananen en suikerriet/suiker/rum), maar ook bijvoorbeeld steun voor de diversificatie en afzet van plaatselijke produkten, en met name van tropische produkten.
