25. erkent dat auteurs en uitvoerend kunstenaars rechtsbescherming moet worden geboden voor hun scheppende en artistieke arbeid; erkent dat de verspreiding van cultuur en kennis in het belang van het publiek is; erkent het belang van producenten en uitgevers voor het introduceren van werken op de markt, en de noodzaak van een billijke en passende beloning voor alle categorieën rechthebbenden; verzoekt om verbetering van de contractuele positie van auteurs en uitvoerend kunstenaars in verhouding tot andere rechthebbenden en tussenpersonen, met name door te overwegen een redelijke periode in te voeren voor het gebruik van rechten die door de auteur aan derden zijn overgedragen, waarna deze rechten zouden komen te vervallen, daar bij contractuele uitwisselingen sprake kan zijn van machtsongelijkheid; benadrukt in dit verband het belang van contractuele vrijheid;
25. Acknowledges the necessity for authors and performers to be provided with legal protection for their creative and artistic work; recognises that the dissemination of culture and knowledge is in the public interest; recognises the role of producers and publishers in bringing works to the market, and the need for fair and appropriate remuneration for all categories of rightholders; calls for improvements to the contractual position of authors and performers in relation to other rightholders and intermediaries, notably by considering a reasonable period for the use of rights transferred by authors to third parties, after which those rights would lapse, as contractual exchanges may be marked by an imbalance of power; stresses in this connection the importance of contractual freedom;

Recognises the important role of collective management societies which constitute an indispensable link between creators and users of copyrighted works, on account of the fact that they ensure that artists and right-holders receive payment for the use of their works, since technological developments have led to new forms of protected works, especially in the multimedia sector, and have increased the possibilities for international exploitation of intellectual property rights; points out, in addition, that individual artists and right-holders find it impossible to face the new difficulties alone;
