De Commissie zal hun een analyse verstrekken met de sterke punten en strategieën van de bestaande clusters in de EU. Het Europa INNOVA-initiatief zal steun verlenen om netwerkvorming tussen industriële clusters te bevorderen en zo de transnationale samenwerking te versterken en te leren hoe anderen succesvolle clusterinitiatieven opzetten en beheren.
The Commission will provide them with a map analysing the strengths and strategies of existing clusters in the EU. The Europe-INNOVA initiative will provide support to facilitate networking between industrial clusters with a view to intensifying transnational cooperation and learning how others build and manage successful cluster initiatives.

The Commission will: present in 2011 a new strategy on the support of EU SMEs in markets outside the European Union and a strategy for globally competitive clusters and networks[40] with a specific focus on analysing the role played by them in improving SMEs’ competitiveness; address problems of SMEs with regard to the use of the EU Trade Defence Instruments (TDI) by increasing information on and assistance in using these instruments; pursue systematic efforts to eliminate non-tariff barriers in Free Trade Agreements and facilitate SMEs’ access to third country markets and help to enforce IPR, in line with the renewed trade policy.

Notes that the proposed scenarios for 2050 are not of a deterministic nature, but rather serve as a basis for constructive dialogue on how to transform Europe’s energy system in order to meet the long-term goal of reducing greenhouse gas emissions by 80-95 % below 1990 levels by 2050; underlines that all future energy projections, including the Energy Roadmap, are based on certain assumptions as to technological and economic developments; calls, therefore, on the Commission to update the Roadmap regularly; points out that the impact assessment of the Commission does not analyse in more detail the possible trajectories for each different Member State, group of Member States or regional cluster up to 2050;

Emphasises that one of the main objectives of territorial cohesion is to ensure that progress and growth generated in one specific territory should provide benefits for the whole region and across the territory of the European Union; considers, in this respect, that excellence centres and clusters of research and innovation may be one way of ensuring economic success, scientific discovery, technological innovation, jobs and regional development, and calls for the strengthening of interaction and knowledge transfer between those centres, universities, business organisations and individual businesses, including the smallest; calls on the Commission to present an impact assessment analysing the effect of clusters and excellence centres on surrounding areas;

The Commission will also support energy-intensive industries to make them both competitive and sustainable.
