TRADUCTIONS EN CONTEXTE

15. herinnert eraan dat het Verdrag van Lissabon de EDEO en de drieledige functie HV/VV gecreëerd heeft om ervoor te zorgen dat het externe optreden van de EU eenvormig, consistent, zichtbaar en doeltreffend is; onderstreept dat het potentieel van deze drie rollen tot dusver nog niet volledig is benut; dringt aan op een versterking van de vitale coördinerende rol van de HV/VV als vicevoorzitter van de Commissie binnen de Commissie zelf, via regelmatige geïnstitutionaliseerde vergaderingen van het college van Commissieleden van RELEX, onder voorzitterschap van de HV/VV en uitgebreid met andere relevante commissieleden; dringt aan op een onmiddellijke hervorming van de EDEO op basis van de evaluatie van 2013 en de richtsnoeren van het Parlement om de schaarse financiële middelen zo goed mogelijk te benutten;
15. Recalls that the Lisbon Treaty created the EEAS and the triple-hatted HR/VP to provide unity, consistency, visibility and effectiveness to the EU’s external action; underlines the fact that, so far, the potential of all three roles has not been fully exploited; calls for the vital coordinating role of the HR/VP as Vice-President of the Commission to be reinforced within the Commission itself, through institutionalised regular meetings of the RELEX college of Commissioners, chaired by the HR/VP and enlarged to include other relevant Commissioners; calls for an immediate reform of the EEAS based on the 2013 review and Parliament’s guidelines in order to make the best use of scarce financial resources;

Expresses its concern as regards the EEAS’s capacity to organise coordination among the several Commission DGs concerned, after RELEX being cut off from the Commission infrastructure and established as a separate entity; calls on the Commission and the EEAS, therefore, to report to Parliament before the end of this Commission’s term on how an efficient system – such as that previously run by the Commission’s Inter-Service Working Group – should be organised to coordinate a horizontal working group with the goal of ensuring horizontal coherence, coordination and efficiency in EU policy development and programme execution, as requested by Parliament;

7. is van mening dat het uitvoeren van het Verdrag van Lissabon een mogelijkheid is om de institutionele architectuur van de Europese Commissie te herzien en de verdeling van haar bevoegdheden over het directoraat-generaal Ontwikkeling (DG DEV) en het directoraat-generaal Buitenlandse betrekkingen (DG RELEX) te verbeteren, gericht op het vergroten van de doelmatigheid en samenhang, namelijk door DG DEV verantwoordelijk te laten zijn voor al het beleid en alle programma's op het gebied van ontwikkelingssamenwerking in alle geografische gebieden (niet alleen ACS, maar ook landen die begunstigden zijn van het instrument voor ontwikkelingssamenwerking) en door EuropeAid te incorporeren in DG DEV; vraagt in deze context om een betere samenwerking tussen DG DEV en DG RELEX teneinde de overkoepelende doelen van het extern optreden van de EU na te streven;
7. Believes that the implementation of the Lisbon Treaty is an opportunity to revise the institutional architecture of the European Commission and improve the division of competences between its Directorate General for Development (DG DEV) and its Directorate General for External Relations (DG RELEX), aimed at increasing efficiency and coherence, namely by making DG DEV responsible for all development cooperation policies and programmes in all geographical areas (not only ACP, but also countries which are beneficiaries of the Development Cooperation Instrument) and by incorporating EuropeAid into DG DEV; in this context, calls for increased cooperation between DG DEV and DG RELEX to pursue the overarching goals of EU external action;

63. is van mening dat bijkomende personele middelen kunnen worden bekomen door een einde te maken aan de gedeelde verantwoordelijkheid voor ontwikkelingssamenwerking tussen RELEX en DEV; verzoekt de huidige Commissie de nodige stappen te nemen om deze reorganisatie binnen de nieuwe Commissie te vergemakkelijken; is van oordeel dat de huidige taakverdeling op het vlak van ontwikkelingssamenwerking tussen DEV en RELEX de Commissie niet in staat stelt volledig bij te dragen aan de internationale inspanningen om de ontwikkelingssamenhang en de doeltreffendheid van de steun te bevorderen; verzoekt de Commissie voorts ervoor te zorgen dat ontwikkelingssamenwerking op een ondubbelzinnige manier verbonden blijft met de hoofddoelstelling ervan: het uitbannen van armoede;
63. Takes the view that additional human resources could be found by abolishing the split responsibility for development between RELEX and DEV; invites the current Commission to take the necessary steps with a view to facilitating this reorganisation in the new Commission; believes that the current division of labour on development co-operation between DEV and RELEX does not allow the Commission to participate fully in nurturing international efforts to promote development coherence and aid effectiveness; further invites the Commission to ensure that development co-operation is unambiguously dedicated to the primary objective of poverty eradication;

7. IS VERHEUGD OVER de aanstaande inwerkingtreding van het nieuwe "Common RELEX Information System" (CRIS), dat erop gericht is de boekhoud- en beheersinformatiesystemen van de Commissie te verbeteren, en tijdige en relevante informatie over onder meer de voedselzekerheidsprogramma's te verstrekken.
7. WELCOMES the forthcoming entry into force of the new Common RELEX Information System (CRIS), which is intended to improve the Commission's accounting and management information systems and to provide timely and relevant information on, among others, food security programmes.

Reiterates the views expressed in its resolution of 30 November 2000 on the reform of the Commission and its implications for relations between the European Union and the developing countries where it welcomed in principle the plans to reform the RELEX Group, but expressed the fear that the proposed separation between political responsibility and strategic programming could result in the marginalisation of development policy within the Commission; calls on the Commission to preserve development policy as an independent area and ensure that it continues to occupy a strong position within the full range of EU policies;
