Uit gegevens die vandaag door de Organisatie voor Economische Samenwerking en Ontwikkeling (OESO) zijn bekendgemaakt, blijkt dat de Europese Unie en haar lidstaten in 2014 meer dan de helft van alle officiële ontwikkelingshulp (ODA - Official Development Assistance) verstrekten die vorig jaar aan de Commissie voor Ontwikkelingsbijstand van de OESO (OESO/DAC) is gerapporteerd. De EU en haar lidstaten bleven dan ook de grootste donor ter wereld.
The European Union and its Member States have kept their place as the world's largest aid donor in 2014. They provided more than half of the Official Development Assistance (ODA) reported last year to the Development Assistance Committee of the Organisation for Economic Co-Operation and Development (OECD/DAC). This is demonstrated by data published today by the Organisation for Economic Co-Operation and Development (OECD).

(n) een mechanisme van collegiale toetsing te ontwikkelen, in samenwerking met nationale instanties voor de mensenrechten, vergelijkbaar met de Commissie voor ontwikkelingsbijstand (DAC) van de OESO: iedere lidstaat wordt om de drie of vier jaar door andere lidstaten beoordeeld, met als belangrijkste doelstellingen het land in kwestie helpen inzien op welke manieren het zijn strategieën en structuren op het gebied van de grondrechten zou kunnen verbeteren; en goede praktijken voor beleid en strategieën inzake de mensenrechten binnen de EU vast te stellen en uit te wisselen;
(n) develop a peer review mechanism, with the participation of national human rights bodies, similar to the OECD’s Development Assistance Committee (DAC): each Member State would be peer-reviewed once every three or four years, the main objectives being to help the country concerned understand in what ways it could improve its fundamental rights strategy and structures; and to identify and share good practice in human rights policy and strategy within the EU;

F. overwegende dat er belangrijke verschillen zijn tussen de Commissie voor Ontwikkelingsbijstand van de OESO (OESO-DAC) en de ontwikkelingssamenwerking van China; overwegende dat het programma van leningen in ruil voor concessies, dat loopt via de Chinese Eximbank, een zeer belangrijk instrument is in de buitenlandse Chinese betrekkingen;
F. whereas there are important differences between OECD-DAC and China development cooperation; whereas China’s concessional loan programme, channelled through China Eximbank, is a major arm of China’s foreign relations, and whereas concessional loans are seen as tied aid;

5. Benadrukt dat alle landen moeten worden gesteund bij het behalen per 2015 van de MDO's en dat ontwikkelingslanden actief moeten worden aangemoedigd aan de MDO's te voldoen; vraagt de Commissie om de ontwikkelingshulp te concentreren op de armste en zwakke landen, en op de meest benadeelde en kwetsbare bevolkingsgroepen binnen die landen, en om daarbij de nadruk te leggen op het belang van het verbeteren van de kwaliteit van de steun; verzoekt bovendien met klem dat iedere vorm van samenwerking met ontwikkelingslanden die niet voldoet aan de criteria van de Commissie voor ontwikkelingsbijstand van de OESO, via andere instrumenten wordt gefinancierd dan die voor ontwikkelingssamenwerking;
5. Stresses the need to help all countries achieve the MDGs by 2015 and actively to encourage developing countries to meet MDG targets; calls on the Commission to concentrate development aid on the poorest countries, including fragile states, and, within these countries, on the least favoured and most vulnerable sections of their populations, whilst emphasising the importance of improving the quality of aid; calls, furthermore, for all cooperation with developing countries which does not meet the OECD Development Assistance Committee’s criteria to be funded through instruments other than those earmarked for development cooperation;

256. feliciteert de Commissie met de verwezenlijking van de algemene, voor het eerst in de begroting voor 2002 geïntroduceerde, uitgangspositie om 35% van de jaarlijkse vastleggingskredieten voor ontwikkelingssamenwerking toe te wijzen aan sociale infrastructuur en diensten zoals gedefinieerd door de OESO-Commissie voor Ontwikkelingsbijstand (DAC); tekent hierbij aan dat de in dit kader bij de DAC aangemelde bijstand slechts 31,4% bedroeg en dat het verschil bestond uit "macro-economische steun voor de sociale sector", die op verzoek van de Commissie was opgenomen in de formulering van de doelstelling en waarvan het verband met armoedebestrijding minder rechtstreeks is;
256. Congratulates the Commission on meeting the global benchmark, introduced in the 2002 budget, requiring 35% of annual development commitments to be allocated to 'social infrastructure and services' as defined by the OECD Development Assistance Committee (DAC); observes, however, that aid reported to the DAC under this heading amounted to only 31.4% and that the shortfall was made up of 'macroeconomic assistance with social sector conditionality', which was included in the benchmark formula at the request of the Commission and for which the link to poverty reduction is less direct;

57. is ingenomen met de rapportage van de Commissie over de naar sector gespecificeerde uitvoering van de jaarlijkse ODA-steun (Official Development Assistance), in overeenstemming met de classificaties van de commissie voor ontwikkelingsbijstand (DAC) van de Organisatie voor Economische Samenwerking en Ontwikkeling (OESO) voor 2001 en 2002, en constateert dat het referentiecijfer van 35% voor de sociale infrastructuur in beide jaren is gehaald als de begrotingsondersteunende maatregelen met voorwaarden inzake de sociale sector worden meegerekend; betreurt de onaanvaardbaar lage bedragen voor de gezondheidszorg en het onderwijs, sectoren die nauw gekoppeld zijn aan het streven van de Millenniumdoelstellingende, en vraagt de Commissie hierin verbetering te brengen, zodat het streefcijfer van 20% wordt gehaald dat is overeengekomen in het actieprogramma van de Wereldtop voor sociale ontwikkeling van 5 t/m 12 maart 1995 te Kopenhagen; wijst op zijn voornemen streng toezicht te houden op de naleving door de Commissie van het beginsel dat 35% van de jaarlijkse kredieten voor ontwikkelingslanden voor sociale infrastructuurdoeleinden wordt aangewend en dat de meeste kredieten voor elementaire gezondheidszorg en basisonderwijs worden gebruikt;
57. Welcomes the Commission's reporting of annual Official Development Assistance (ODA) commitments on a sectoral basis in line with the classifications for 2001 and 2002 of the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD) and recognises that the 35% benchmark for social infrastructure was achieved in both years with the inclusion of budget support measures with social sector conditionality; regrets that unacceptably low levels were reported for the health and education sectors, closely linked to the objectives of the Millennium Development Goals, and calls on the Commission to improve these figures with a view to achieving the 20% agreed in the Programme of Action of the World Summit for Social Development held in Copenhagen from 5 to 12 March 1995; points up its intention to closely follow up how the Commission acts on the benchmark that 35% of annual commitments for developing countries should be allocated to social infrastructure, while the bulk of allocations should go to basic health and basic education activities;

8. De Raad wenst voorts dat de Commissie bij het opstellen van die indicatoren nauw zal blijven samenwerken met deskundigen uit de lidstaten en rekening zal houden met de werkzaamheden die in dit verband aan de gang zijn bij o.m. de Wereldbank, de Commissie voor ontwikkelingsbijstand van de OESO en het VN-Ontwikkelingsprogramma.
8. The Council further wants the Commission to continue to work closely with experts from the Member States in preparing these indicators, and also to take into account the work ongoing on this issue i.a. in the World Bank, the Development Assistance Committee of the OECD and the UN Development Programme.

De door de Commissie voor ontwikkelingsbijstand (Development Assistance Committee, DAC) van de OESO ontwikkelde duurzame-ontwikkelingsindicatoren moeten als preliminaire indicatoren worden gebruikt voor het toezicht op de gevolgen van ontwikkelingsprogramma's en beleidslijnen van de EU. De Raad dringt er bij de Commissie op aan gebruik te maken van internationaal overeengekomen milieu-indicatoren, zoals de door de OESO/DAC ontwikkelde indicatoren voor de onderzoeken en verslagen per land, en de internationale inspanningen voor de ontwikkeling van duurzame-ontwikkelingsindicatoren te blijven steunen.
The sustainable development indicators developed by the OECD Development Assistance Committee should be used as preliminary indicators to monitor the impact of EC co-operation programmes and policies. The Council calls on the Commission to use internationally agreed environmental indicators, such as those developed by the OECD/DAC for country reviews and reporting, and to continue to support international efforts further to develop sustainable development indicators.

5.3. Een uniformer systeem voor de verantwoording van milieu-uitgaven moet zowel door de Commissie als door de lidstaten worden ontwikkeld in het kader van de Groep Statistieken van de Commissie voor Ontwikkelingsbijstand.
5.3. A more uniform system for accounting environmental expenditures should be developed by both the Commission and Member States within the DAC Working Party on Statistics.
