Bij schrijven van 13 februari 2002 diende de Commissie, overeenkomstig artikel 251, lid 2 en artikel 285, lid 1 van het EG‑Verdrag, bij het Parlement het gewijzigde voorstel in voor een beschikking van het Europees Parlement en de Raad tot wijziging van Beschikking 96/411/EG betreffende de verbetering van de communautaire landbouwstatistiek (COM(2002) 80 – 2002/0044(COD)).
By letter of 13 February 2002 the Commission submitted to Parliament, pursuant to Article 251(1) and Article 285(1) of the EC Treaty, the proposal for a European Parliament and Council decision amending Decision 96/411/EC on improving Community agricultural statistics (COM(2002)080 - 2002/0044 (COD)).

Whereas the Treaty lays down that agricultural policies are Community policies; whereas it is necessary to establish general and comprehensive rules valid throughout the Community for the agricultural statistics on which the common agricultural policy is based; whereas the resulting workload must be kept to a minimum by avoiding the same information being collected several times by the Member States,

Overwegende dat op het grondgebied van de voormalige Duitse Democratische Republiek niet onmiddellijk aan de in de communautaire wetgeving op het gebied van de landbouwstatistiek gestelde eisen kan worden voldaan, omdat op genoemd grondgebied aanzienlijke omschakelingen en aanpassingen noodzakelijk zijn;
Whereas the requirements laid down in Community legislation on agricultural statistics cannot be fulfilled immediately in the territory of the former German Democratic Republic because extensive changes and adjustments will have to be made in that territory;
