TRADUCTIONS EN CONTEXTE

Dit ligt in het verlengde van de doelstelling van het Europees veiligheids- en defensiebeleid om de oprichting van een concurrerend industrieel en technologisch platform voor defensie te stimuleren. De concrete uitvoering van de in de recente mededeling van de Commissie "Europese defensie - industriële en marktvraagstukken" vastgestelde acties is eveneens van start gegaan.
This is fully in line with the objective of the ESDP to foster a competitive defence industrial and technological platform and a concrete start has been made in the actions set out in the Commission's recent Communication 'European defence - industrial and market issues'.

Volgens de Commissie is aanzienlijke vooruitgang alleen mogelijk als een samenhangender markt voor defensie-uitrusting wordt ontwikkeld en als in het aankoopbeleid rekening wordt gehouden met specifieke defensie-overwegingen, zoals aangegeven in de mededeling van maart 2003.
In the Commission's view significant progress depends on the development of a more coherent defence equipment market and procurement policy taking account of specific defence considerations as set out in the recent Communication of March 2003.

Points out that in order to strengthen European defence and technological innovation and make substantial savings, Europe needs to build economies of scale and have a common EU market for defence procurement, also with a view to fostering a modern, integrated and competitive European defence industry; stresses that internal market rules should be used to their full potential to counteract the ongoing fragmentation of the European defence and security sector, which leads to duplication of defence equipment programmes and a lack of transparency regarding the relations between national defence administrations and the defence industry, through enhanced cross-border cooperation; urges the Member States to remove national rules that do not comply with Directives 2009/43/EC and 2009/81/EC and that are hindering the internal market for defence procurement, and to correctly implement and enforce Directive 2009/81/EC, concerning procurement in the fields of defence and sensitive security, and Directive 2009/43/EC, concerning the transfer of defence-related products; calls on the Commission to take specific steps to ensure that the directives are properly applied and to check and monitor national transposition procedures to make sure that they do not result in market distortions;

48. is tevreden over de mededeling van de Commissie getiteld „Naar een meer competitieve en efficiënte defensie- en veiligheidssector”, waarin enkele nieuwe ideeën en voorstellen naar voren komen; steunt de inspanningen van de Commissie ten volle om de interne defensie- en veiligheidsmarkt te verdiepen en een defensie-industriebeleid te ontwikkelen waarin passende steun wordt verleend aan kmo's die een belangrijke rol spelen in innovatie, OO, het scheppen van banen en economische groei, overeenkomstig de Europa 2020-strategie;
48. Welcomes the Commission Communication entitled ‘Towards a more competitive and efficient defence and security sector’, which brings forward some fresh ideas and proposals; fully supports the Commission’s efforts to deepen the internal defence and security market and to develop a defence industrial policy, providing adequate support for SMEs which play a key role in innovation, RD, job creation and economic growth, in line with the Europe 2020 Strategy;

8. is verheugd over het werk van de taakgroep voor de defensie-industrie en -markten van de Commissie en de mededeling van de Commissie van 24 juli 2013 "naar een meer competitieve en efficiënte defensie- en veiligheidssector" (COM(2013)0542), en roept de Commissie op voorstellen te ontwikkelen over de manier waarop binnen een flexibele aanpak ruimere EU-beleidsmaatregelen en -instrumenten kunnen worden gebruikt ter ondersteuning van defensie- en veiligheidsdoelstellingen, in het bijzonder op gebieden van transversale aard zoals technologieën voor tweeërlei gebruik;

Welcomes the work of the European Commission Task Force on Defence Industries and Markets and the Commission communication of 24 July 2013 entitled ‘Towards a more competitive and efficient defence and security sector’ (COM(2013)0542), and calls on the Commission to develop proposals on how, with a flexible approach, wider EU policies and tools could be used in support of defence and security objectives, especially in areas of transversal nature such as dual-use technologies;

46. dringt er bij de EDEO en de Commissie op aan om proactief stelling te nemen binnen de relevante internationale fora en organisaties, in het bijzonder de VN, de OVSE, de OESO en de Wereldbank, met als doel de bestaande internationale wetgeving toe te passen en consensus te bereiken over normen voor verantwoordelijk staatsgedrag inzake cyberveiligheid en -defensie, en door de standpunten van de lidstaten te coördineren teneinde de kernwaarden en beleidsmaatregelen van de EU op het gebied van cyberveiligheid en -defensie te bevorderen;
46. Urges the EEAS and the Commission to take a proactive approach within the relevant international forums and organisations, notably the UN, the OSCE, the OECD and the World Bank, with the aim of applying existing international law and achieving consensus on norms for responsible state behaviour on cyber security and defence, and by coordinating the positions of the Member States with a view to promoting the EU’s core values and policies in the field of cyber security and defence;

Het versterken van de interne markt van de EU voor defensie: om te helpen fragmentatie aan te pakken en meer concurrentie in de defensie-industrie zeker te stellen, zal de Commissie stappen ondernemen om de EU-wijde concurrentie voor aanbestedingscontracten voor defensie te verbeteren.
Strengthening the EU Single Market for defence: to help tackle fragmentation and ensure higher competitiveness in the defence industry, the Commission will take steps to improve EU-wide competition for defence procurement contracts.
