4. heeft nadere opheldering gekregen over de contractuele verhoudingen van het Agentschap met AceAce, een Deens videoproductiebedrijf uit Kopenhagen; merkt op dat het Agentschap na een openbare aanbestedingsprocedure aan AceAce in 2010 een contract voor videoproducties (EEA/COM/10/001 - kavel 5) heeft toegekend met een maximumbedrag van 1 000 000 EUR); benadrukt dat de toekenningscriteria sterk verschilden van de criteria die werden gehanteerd bij de vorige aanbesteding met betrekking tot videoproducties (EEA/CCA/07/001 - kavel 1) en nauwere criteria omvatten, zoals „toegang tot montagediensten in de buurt van het EEA”; neemt kennis van de verklaring van de uitvoerend directeur dat 16 bedrijven in de buurt van het Agentschap op deze aanbestedingsprocedure hebben ingeschreven en dat 15 aan alle criteria voldeden; heeft van het Agentschap een lijst ontvangen van alle kandidaten die hebben ingeschreven op aanbesteding EEA/COM/10/001 - kavel 5, met inbegrip van hun namen en adressen;

Received for further clarification on the Agency's contractual relationships with AceAce, a Danish video production company situated in Copenhagen; notes that in 2011, the Agency awarded AceAce a video-production contract (EEA/COM/10/001 – lot 5) with a budget ceiling up to EUR 1 000 000 following an open tendering procedure; emphasises that the awarding criteria differed greatly from those used for the previous tender on video-production (EEA/CCA/07/001 – lot 1) and included narrowed criteria such as ‘access to editing services in the EEA vicinity’; acknowledges the Executive Director's statement that 16 companies located in the Agency's vicinity applied to this tender procedure and that 15 fitted all criteria; received from the Agency a list of all applicants, including names and addresses, to the call for tender EEA/COM/10/001 ;

57. wijst erop dat volgens een nota van wijzigingen van 2010, 2011 het eerste volledig operationele jaar van de Europese dienst voor extern optreden (EEAS) wordt; is van plan de EEAS te voorzien van de nodige administratieve middelen om haar taak te verrichten, vooral met betrekking tot haar civiele crisisbeheersingsvermogens, maar herinnert eraan dat het krachtens het Verdrag en in volledige overeenstemming met de gezamenlijke intentie om de betrokkenheid van het EP bij de vormgeving en het beheer van de externe betrekkingen van de EU te versterken, zijn controlerende bevoegdheid over de begroting en de begrotingscontrole van de EEAS zal uitoefenen; herinnert eraan dat volledige begrotingstransparantie moet worden gewaarborgd met betrekking tot de personeelsformatie van de EEAS; benadrukt dat de nieuwe dienst door de opheffing van overbodig dubbel werk tot schaalvoordelen zou moeten leiden; wijst er tevens op dat EU-delegaties bij multilaterale organisaties over voldoende personeel moeten beschikken;

Points out that, following an amending budget for 2010, 2011 will be the first fully operational year for the European External Action Service (EEAS); intends to provide the EEAS with the necessary administrative means to fulfil its mission, especially with regard to the civil crisis management capabilities, but recalls that, under the treaty and in full accordance with the common intention to increase the EP's involvement in the shaping and management of the EU's external relations, it will fully exercise its scrutiny over the budget and budgetary control of EEAS; recalls that full budgetary transparency regarding the establishment plan of the Service needs to be ensured; emphasises that, via the abolition of unnecessary duplications, the new Service should result in economies of scale; points out, at the same time, that EU Delegations to multilateral organisations must be adequately staffed;
