De aanbeveling aangaande het Europees Handvest van onderzoekers, de gedragscode voor de aanwerving van onderzoekers en het Europees partnerschap voor onderzoekers (14) hebben weliswaar een tot op zekere hoogte gunstige nationale en institutionele uitwerking gehad, maar de toepassing van het Handvest en de gedragscode verloopt nog altijd te langzaam.
The Recommendation on the European Charter for Researchers and a Code of Conduct for the Recruitment of Researchers, together with the European Partnership for Researchers (14), has had some positive effects at national and institutional level.

Daarentegen heeft Kroatië het Europees Sociaal Handvest uit 1996 nog niet getekend.
