TRADUCTIONS EN CONTEXTE

De aanbeveling aangaande het Europees Handvest van onderzoekers, de gedragscode voor de aanwerving van onderzoekers en het Europees partnerschap voor onderzoekers (14) hebben weliswaar een tot op zekere hoogte gunstige nationale en institutionele uitwerking gehad, maar de toepassing van het Handvest en de gedragscode verloopt nog altijd te langzaam.

10. Recognises the importance of a European charter of users' rights that would clarify the rights and obligations of information society consumers; considers that this should include in particular users’ rights relating to digital content and should guarantee basic interoperability performance (particularly among public administrations) and standards, especially regarding the protection of privacy and the rights of vulnerable users (such as improving the accessibility of internet pages for disabled persons); emphasises that a European charter of users' rights should also cover the intellectual property of authors, publishers and content providers; emphasises that a European charter of users' rights should also incorporate the current copyright framework and achieve a fair balance between rightsholders’ rights and public access to content (in particular creative content) and knowledge; notes that sanctions, as one of the possible tools in the field of copyright, should be targeted at commercial exploiters before individual citizens, as a point of principle;

D. overwegende dat het Europees Handvest betreffende de rechten van de energieconsument (het Handvest) regeringen, energietoezichthouders en de sector, vertegenwoordigd door alle sociale partners, oproept en stimuleert om er concreet aan bij te dragen dat er op een sociale, ecologische en competitieve EU-energiemarkt rekening wordt gehouden met de belangen van de energieconsumenten,
D. whereas the European Charter on the Rights of Energy Consumers (the Charter) constitutes an appeal to and stimulus for governments, energy regulators and the industry, represented by all social partners, to contribute in a concrete way to ensuring that energy consumers' interest are being taken into account in a social, environmental and competitive EU energy market,

In het Europees Handvest voor kwaliteit bij mobiliteit (hierna „het Handvest” genoemd) dient ook rekening te worden gehouden met de specifieke behoeften van personen met een handicap en met benadeelde groepen.

8. acht het Europees Handvest voor kleine bedrijven een schitterende verklaring van intentie; wijst er echter op dat intentie ook in bindende actie moet worden omgezet, niet alleen op communautair niveau, maar ook door de lidstaten, terwijl het uitwisselen van optimale werkwijzen uitdrukkelijk moet worden bevorderd; neemt met name kennis van het tiende en laatste beginsel inzake een sterkere behartiging van de belangen van kleine bedrijven waarin wordt verklaard dat een herziening zal plaatsvinden van de wijze waarop de belangen van kleine bedrijven op EU- en nationaal niveau, ook via de sociale dialoog, worden behartigd; beklemtoont dat dit een beslissend vereiste is, omdat de samenstelling van het huidige Sociale Partnerschap hoofdzakelijk een afspiegeling is van grote ondernemingen en hun werknemers; merkt echter op dat het onderhavige verslag van de Commissie over de uitvoering van het Handvest zich op drie andere prioritaire gebieden van het Handvest richt; verzoekt om vroegtijdige voltooiing en publicatie van deze herziening en verzoekt de vertegenwoordigers van de werkgevers om onverwijld de belangen van kleine ondernemingen te vertegenwoordigen in hun hoedanigheid van sociale partner;

The European Charter for Small Enterprises is a splendid statement of intent, but needs to be translated into binding action not only at Community level but also within Member States, where sharing of best practice should be specifically encouraged. Specifically the tenth and final principle on strengthening the representation of the interests of small enterprises states that a review will be completed of how the interests of small businesses are represented at EU and national level, including through the social dialogue. This is a key requirement, given that the current Social Partnership composition is primarily reflective of larger businesses and their employees; while noting that the Commission's current implementation Report focuses on three other key priority areas of the Charter, calls for early completion and publication of this review; in the meantime, calls on employer representatives to represent the interests of small businesses in their role as social partners without delay;

11. is erover verheugd dat het Europees Handvest over de verkeersveiligheid zo duidelijk aantoont dat de verkeersveiligheid een gedeelde verantwoordelijkheid is en een middel voor de geïnteresseerde belanghebbenden om toezeggingen te doen; is echter bezorgd dat het Handvest niet zoveel instemming of publiciteit heeft gekregen als oorspronkelijk was verwacht; stelt voor het Handvest te bevorderen door een campagne die op Europees en nationaal niveau gezamenlijk wordt georganiseerd, om de opgenomen verbintenissen publiek te maken; dringt erop aan dat ook door de instellingen van de Gemeenschap adequate financiële middelen worden toegezegd en een versterkte communicatiestrategie wordt ontwikkeld om meer actoren hiervoor te interesseren, zoals het midden- en kleinbedrijf, en de beste werkwijzen op elk gebied te verspreiden; dringt erop aan in het kader van openbare plechtigheden waaraan veel aandacht wordt besteed, jaarlijkse verkeersveiligheidsprijzen uit te reiken aan degenen die de beste resultaten hebben bereikt; verzoekt de Commissie om na te gaan of het mogelijk is individuele burgers te bereiken via persoonlijke verkeersveiligheidsstreefdoelen;
11. Welcomes the fact that the European Road Safety Charter so clearly demonstrates that road safety is a shared responsibility and provides a means for the stakeholders concerned to undertake commitments; is concerned, however, that the Charter has not attracted as many adherents or publicity as initially foreseen; proposes that the Charter be promoted by a campaign organised jointly at European and national level to publicise the commitments undertaken; calls for adequate financial resources to be committed also by the Community Institutions and for a strengthened communication strategy to be developed so as to attract the interest of a greater number of players, such as SMEs, and to disseminate best practice in each field; calls for yearly road safety awards to be given to best performers at highly publicised events; invites the Commission to study the possibility of reaching individual citizens by means of personal road safety commitments;

Andere internationale verdragen ter bescherming van de rechten van de mens en de rechten van minderheden die Kroatië heeft geratificeerd, zijn het Europees Verdrag ter voorkoming van foltering, het Europees Handvest voor regionale en minderheidstalen. Daarentegen heeft Kroatië het Europees Sociaal Handvest uit 1996 nog niet getekend.
Among the other international conventions protecting human rights and minorities, Croatia has ratified the European Convention on the Prevention of Torture, the European Charter for Regional and Minority Languages but has to sign the 1996 European Social Charter.
