33. wijst erop dat aan een aantal succesvolle culturele organisaties, zoals het Europees Jeugdorkest, het Barokorkest van de Europese Unie, de Internationale Yehudi Menuhin-stichting, e.a., al sinds jaar en dag door het Europees Parlement subsidies worden verleend; benadrukt dat deze organisaties naar verwachting hun activiteiten zullen voortzetten in de context van een nieuw meerjarig financieel kader vanaf 2007; stelt met bezorgdheid vast dat het risico bestaat dat deze organisaties hun activiteiten in 2006 niet kunnen voortzetten als niet wordt voorzien in een vorm van overgangsfinanciering om de periode tussen de twee financiële programmeringsperioden te overbruggen; wijst erop dat het Parlement daarom bereid is tot een akkoord met de Raad over voldoende middelen om deze prioriteiten onder objectieve en duurzame omstandigheden te financieren, via gebruikmaking van de bepalingen van het Interinstitutioneel Akkoord van 6 mei 1999, met name de punten 33 en 34 daarvan, of via toepassing van artikel 272 van het EG-Verdrag;
33. Notes that there are a number of successful cultural organisations such as European Union Youth Orchestra, the European Union Baroque Orchestra, the International Yehudi Menuhin Foundation, etc., which the European Parliament has supported through grants over many years; stresses that it is expected that these organisations will continue their activities in the context of a new multiannual financial framework as from 2007 onwards; notes with concern that there is a real danger that these organisations will not be able to continue their activities in 2006 without the provisions of transitional aid to ensure a bridge between the two financial planning periods; therefore, is willing to agree with the Council on sufficient funding to finance these priority actions under such objective and enduring circumstances, through the use of the provision of the Interinstitutional Agreement of 6 May 1999 in particular points 33 and 34 thereof, or through the application of Article 272 TEC;

52. wijst erop dat wetenschappelijk onderzoek en technologische ontwikkeling de instrumenten bij uitstek zijn voor economische, sociale en culturele ontwikkeling van de ACS-landen; acht dientengevolge ondersteuning van het wetenschappelijk en technisch onderzoek in de ACSlanden en de voorbereiding van deze landen op de informatiemaatschappij, met name op het gebied van de telecommunicatie, noodzakelijk; stelt voor een Europese stichting in het leven te roepen voor de ondersteuning op lange termijn van onderzoekslaboratoria in ontwikkelingslanden met het oog op verbetering van de kennis over de maatschappelijke geledingen, de hulpbronnen en de sociale gemeenschappen van deze landen;

Recalls that scientific research and technological development are decisive instruments for economic, social and cultural development in the ACP countries and takes the view, therefore, that increased support for their scientific and technical research is essential as well as for their preparation for the information society, particularly in regard to telecommunications, and proposes the establishment of a European foundation to provide long-term support for research laboratories in developing countries with a view to improving the understanding of the environments, resources and societies of these countries;
