In juli 2010 heeft de Raad in de conclusies over het ENB erkend dat de openstelling van de markt, de economische integratie en de onderlinge afstemming van de regelgeving, alsmede het proces van de versterking van de bilaterale betrekkingen in de gehele nabuurschap gepaard moeten gaan met passende financiële steun, technische bijstand en capaciteitsopbouw en heeft de Raad aangegeven dat hij de financiële hulp opnieuw aan de orde zal stellen in het kader van de debatten over het volgende financiële meerjarenkader.

Supports the committed and multi-faceted financial and technical assistance provided by the EU and other financial institutions to Ukraine and Georgia; regrets that the political situation in Moldova forced the EU to suspend its financial assistance to the country; stresses that the EU financial support to all its partners is conditioned by concrete reform steps and that political stability is also an important element in this respect; urges the political forces in Moldova to accelerate the ongoing negotiations and to form a new governing coalition that can advance without further delay the reform process for the benefit of all Moldovans; stresses, furthermore, the need to duly investigate the banking scandal, to bring those responsible to justice, and to ensure the return of stolen funds; considers that the ongoing banking crisis illustrates the serious need for systemic improvements within the legal framework to reinforce the control and transparency of banking sector activities;

4. onderstreept dat volledige en onbelemmerde toegang voor humanitaire hulp voor de bevolking van de Gazastrook een eerste prioriteit moet zijn; dringt er bij de internationale gemeenschap op aan de inspanningen op dit punt nog verder te intensiveren en met spoed in te gaan op de noodoproepen om aanvullende financiering van de UNRWA; vraagt alle partijen in de regio ervoor te zorgen dat humanitaire hulp onverwijld terechtkomt bij diegenen in de Gazastrook die wachten op elementaire goederen en diensten – met name waar het gaat om stroom en water en de specifieke behoeften van kinderen; uit zijn bezorgdheid over de aantijgingen over het opzettelijke tegenhouden van humanitaire hulp aan de Gazastrook; onderstreept tevens dat de humanitaire en financiële hulp van de EU volledig en zo efficiënt mogelijk ten goede moet komen aan de Palestijnse bevolking, en in geen geval direct of indirect mag worden gebruikt voor terroristische activiteiten;
4. Stresses that providing full and unimpeded access for humanitarian aid to the population in the Gaza Strip must be an immediate priority; urges the international community to further intensify its efforts in this regard and to answer as a matter of urgency the emergency appeals for additional funding of UNRWA; calls on all actors in the region to facilitate humanitarian assistance reaching those in need of basic goods and services – with special regard to electricity services and water supplies, and the specific needs of children in particular – in Gaza without delay; expresses its concerns about the alleged cases of intentional blocking of humanitarian aid delivery to Gaza; underlines, at the same time, that EU humanitarian and financial assistance must fully benefit, in the most efficient way possible, the Palestinian people, and must never be used, directly or indirectly, for terrorist activities;

Omdat financiële hulp bedoeld is voor de mensen, moet de levering van deze hulp niet afhankelijk worden gemaakt van de vraag of de situatie gestabiliseerd is of niet. Anders zouden we financiële hulp in meer landen moeten opschorten, niet alleen in Afrika.
Since the financial aid is meant for the people, the condition for providing this aid must not be whether the situation has stabilised or not; otherwise we would have to suspend financial help in more countries, not only in Africa.

Er bestond een sterke wens om de voorwaarden te scheppen voor urgente, praktische en financiële steun, waaronder verlenging van de noodhulp onder het Tijdelijk Internationaal Mechanisme met een periode van drie maanden - ditmaal geheel in samenwerking met Salam Fayad -, voortzetting van de humanitaire hulp, ook aan Gaza, onderzoeken wat de opties voor directe financiële hulp zijn, met inbegrip van de oprichting van instellingen, steun aan de Palestijnse civiele politie door voortzetting van EUPOL COPPS, en hopelijk hervatting van EU BAM Rafah, de missie van de Europese Unie voor bijstandsverlening inzake grensbeheer.
With regard to assistance, there was a strong wish to develop the conditions for urgent, practical and financial support. That includes: extending the emergency relief under the Temporary International Mechanism for another three months, this time with the complete cooperation of Salam Fayyad; continuing humanitarian assistance, including to Gaza; exploring options to relaunch direct financial support, including the building of institutions; supporting the Palestinian civilian police through the resumption of the EUPOL COPPS; and hopefully resuming the EU Border Assistance Mission, EU BAM Rafah.
