11. Ingeval van ongeregeldheden die, om redenen die niet aan de leverancier kunnen worden toegeschreven, een levering "franco loshaven" of "franco bestemming" ernstig bemoeilijken, kan de Commissie besluiten dat de monitor alvorens de levering is verricht, een definitieve conformiteitsverklaring afgeeft, nadat eerst een passende controle van de hoeveelheid en van de kwaliteit van de producten is uitgevoerd.
11. In the event of disruptions which severely impede a supply of goods free at port of landing or free at destination for reasons which are not attributable to the supplier, the Commission may decide that the monitor shall issue a final certificate of conformity before the supply has been carried out, on the basis of an appropriate check on the quantity and quality of the goods.
