EU humanitarian food assistance* aims to ensure that sufficient, safe and nutritious food is consumed before, during and after a humanitarian crisis to prevent mortality, acute malnutrition or detrimental coping mechanisms (e.g. where the vulnerable sell off their assets or go into debt).

From a food security perspective, I would like to remind you of the Commission’s Communication on humanitarian food assistance, adopted at the end of March 2010, and the subsequent Council Conclusions in mid-May 2010, thus outlining a new policy framework for EU humanitarian action to strengthen efforts to tackle food insecurity in humanitarian crises.

This Communication therefore sets out the policy framework for EU humanitarian food assistance. It explains the issues and trends to be taken into account; the concepts, definitions and objectives that should drive humanitarian food assistance; the principles that should underscore this work; and the scope of activities undertaken.

Overeenkomstig de belangrijkste doelstellingen van de humanitaire hulp van de EU, zoals vastgelegd in Verordening (EG) nr. 1257/96 van 20 juni 1996 betreffende humanitaire hulp, is de belangrijkste doelstelling van humanitaire voedselhulp om mensenlevens te redden en te behouden, inkomstenbronnen te beschermen en de veerkracht te vergroten van bevolkingsgroepen die kampen met een voedselcrisis, daar net van herstellen of daar vrijwel zeker op korte termijn mee te maken krijgen[8].
In line with the main objectives of EU humanitarian aid as laid out in Council Regulation (EC) No 1257/96 of 20 June 1996 concerning Humanitarian Aid , the principal objective of humanitarian food assistance is to save and preserve life, to protect livelihoods, and to increase resilience, for populations facing on-going or firmly forecasted[8] food crises, or recovering from them.
