IN-CONTEXT TRANSLATIONS

* Bij de regionale macro-economische samenwerking zal het in het kielzog van de Aziatische crisis van bijzonder belang zijn de reeds lopende dialoog tussen ministers van Financiën voort te zetten en te intensiveren, en een actieve uitwisseling van meningen en ervaring te bevorderen met betrekking tot onze pogingen tot regionale samenwerking in uitwisseling van informatie, bewaking en toezicht, en financiële supervisie.
* Concerning regional macro-economic co-operation, it will be of particular importance in the wake of the Asian crisis to pursue and intensify the dialogue already underway among Finance Ministers, and to promote an active exchange of views and sharing of experience in relation to our efforts at regional co-operation in information-exchange, surveillance and monitoring, and financial supervision.

27. Welcomes the invitation to the Assembly of Kosovo to participate on a permanent basis, at all levels and on equal terms, in the activities and meetings of the Parliamentary Assembly of the South-East European Cooperation Process (SEECP-PA), as decided in May 2015, and considers it to be an important contribution to regional parliamentary dialogue; regrets that the Assembly of Kosovo has not been accepted as a full member of other regional parliamentary cooperation initiatives, such as the Western Balkans Conference of the Committees on European Integration of the States participating in the Stabilisation and Association Process (COSAP) and the Network of Parliamentary Committees for Economy, Finance and European Integration of Western Balkans (NPC); calls on all parliaments of the region to adopt a more inclusive approach vis‑à‑vis requests by the Assembly of Kosovo for membership of regional initiatives, thus contributing to the enhancement of regional cooperation;

12. constateert met voldoening dat in het verslag van de Commissie over de openbare financiën in de EMU in 2012 het accent is komen te liggen op begrotingsdecentralisatie, en stelt voor in toekomstige verslagen altijd een hoofdstuk op te nemen inzake de locale en regionale overheidsfinanciën;

In tijden van financiële en economische crisis met een bijzonder negatief effect op de financiën van de regionale en lokale autoriteiten moet er evenwel voor worden gezorgd dat de moeilijke budgettaire situatie van die autoriteiten niet verhindert dat deze toegang tot de middelen krijgen.
However, in times of financial and economic crises which have a particularly adverse effect on the finances of local and regional authorities, it should be ensured that the difficult budgetary situation of those authorities does not hinder them from being able to access the funding.

19. benadrukt het belang van de middellangetermijndoelstelling (MTD) als specifieke begrotingsdoelstelling, gekoppeld aan economisch, fiscaal, en inkomensbeleid dat moet worden gerealiseerd aan de hand van een macro-economische dialoog, moet worden aangepast aan de specifieke realiteit van elke EU-lidstaat en moet worden uitgezet voor meerdere jaren; spoort de EU-lidstaten aan de geloofwaardigheid en de legitimiteit van de MTD te versterken op zowel nationaal niveau, middels een sterkere betrokkenheid van de overheidsinstanties, de nationale parlementen en de sociale partners (national ownership), als op lokaal niveau, via sub-national public finance door de vaststelling van regionale varianten van het SGP en de MTD, waarbij rekening wordt gehouden met de doorwerking van lokale publieke uitgaven en investeringen op de openbare financiën op nationaal niveau en op de groeiperspectieven voor de verschillende landen;
19. Stresses the importance of the medium-term objective (MTO) as a specific budgetary target hitched to economic, fiscal and incomes policies, which should be achieved through macro-economic dialogue, geared to the specific situation in each Member State and determined on a multiannual basis; urges the Member States to strengthen the credibility and legitimacy of the MTO both at national, through closer involvement of government departments, national parliaments and the social partners (national ownership) and at local level, through sub-national public finance, by establishing regional SGPs and MTOs, taking account of the impact which local public expenditure and investment have on national public finances and on the growth prospects of the various countries;
