IN-CONTEXT TRANSLATIONS

1. verzoekt de Commissie met klem een werkprogramma te presenteren waarmee de grote uitdagingen waar de EU momenteel voor staat kunnen worden aangepakt, zoals de stagnerende economie, de deflatiedreiging, de hoge werkloosheid, de verslechterende sociale en arbeidsrechten, de toenemende sociaaleconomische ongelijkheid en de sociale uitsluiting, de hoge overheids- en buitenlandse schulden, alsook de klimaatcrisis; maakt zich ernstig zorgen dat de Commissie het beleid van begrotingsconsolidatie, structurele hervorming en deregulering zal voortzetten; verklaart dat de economische, sociale, politieke en klimaatcrisis alleen kan worden overwonnen met een radicaal nieuw beleid dat de mens en het milieu, en ook het dierenwelzijn, en niet de belangen van de financiële markten, in het middelpunt van alle beleid plaatst;
1. Urges the Commission to present a Work Programme that addresses the major challenges the EU is faced with today, such as stagnating economies, the threat of deflation, high unemployment, declining social and labour rights, rising socio-economic inequalities and social exclusion, high public and external debt, as well as the climate crisis; is deeply concerned that the Commission will continue the policies of fiscal consolidation, structural reform and deregulation; asserts that the economic, social, climate and political crisis can only be overcome by a radical new policy that puts people and the environment, including animal welfare, at the centre of all policies, instead of the interests of the financial markets;

H. overwegende dat bezuinigingen, strakkere begrotingen en neoliberale "structurele hervormingen", zoals sinds 2010 in het kader van het Europees Semester voorgestaan door de Commissie en de Raad en zoals nagestreefd door de meeste lidstaten (met name de zogenaamde "programmalanden", die onder toezicht staan van de trojka Commissie, Europese Centrale Bank en Internationaal Monetair Fonds), hebben geleid tot een groter risico op deflatie in een nog altijd fragiele en stagnerende economie, tot een verlaging van de lonen, interne vraag en belastinginkomsten, en tot een ontmanteling van de "automatische stabilisatoren" zoals socialebeschermingsstelsels en overheidsinvesteringen, en er aldus voor hebben gezorgd dat de EU-economie grotendeels in een aanhoudende stagnatie en crisis is beland; overwegende dat daarmee tegelijkertijd het tegendeel is bewezen van alle eerdere beweringen dat via deze aanpak niet alleen de huidige begrotingstekorten, maar vooral ook de verhouding van de overheidsschuld tot het bbp, aanzienlijk zouden kunnen worden verlaagd en de begroting zou kunnen worden geconsolideerd; onderstreept dat alle verfoeilijke en onhoudbare schuld moet worden afgekeurd;
H. whereas austerity, fiscal retrenchment and neo-liberal ‘structural reforms’ advocated by the Commission and the Council in the framework of the European Semester since 2010, and pursued by most Member States – in particular those under the tutelage of the Commission-ECB-IMF troika in so-called programme countries and others, such as Spain and Italy – increased deflationary pressures on an overall fragile and stagnating EU economy, depressed wages, internal demand and tax revenues, dismantled the ‘automatic stabilisers’, such as social protection systems and public investment, and thus pushed most of the EU economy into a prolonged stagnation and crisis, also dashing all former claims that not only current budget deficits, but in particular the ratio of public debt/GDP can be substantially reduced and fiscal consolidation achieved via this approach; stresses the need to repudiate all odious and unsustainable debt;

L. overwegende dat dergelijke bezuinigingen, zoals bepleit door de Commissie en de Raad, en ook doorgevoerd door de meeste lidstaten, het risico van deflatie in een nog altijd fragiele en stagnerende economie vergroten, de "automatische stabilisatoren" zoals socialebeschermingsstelsels en overheidsinvesteringen, die doeltreffend zijn bij het opvangen van de baisse, ontmantelen, en het gevaar in zich dragen de economie opnieuw in een recessie te duwen, waarmee tegelijkertijd alle hoop op verlaging van de overheidsschuld en begrotingsconsolidatie verloren gaat,
