Elke ambtenaar of elk personeelslid van het Europees Parlement die kennis krijgt van feiten welke het bestaan doen vermoeden van mogelijke gevallen van fraude, corruptie of van enige andere onwettige activiteit waardoor de belangen van de Gemeenschappen worden geschaad, of van ernstige feiten in verband met de uitoefening van werkzaamheden in dienstverband die kunnen worden aangemerkt als een niet-nakoming van de verplichtingen van de ambtenaren en andere personeelsleden van de Gemeenschappen, of personeelsleden die niet aan het Statuut onderworpen zijn, die aanleiding tot tuchtrechtelijke en, eventueel, strafrechtelijke vervolgingen kan geven, stelt onverwijld zijn diensthoofd of zijn directeur-generaal daarvan in kennis of, indien hij/zij zulks wenselijk acht, zijn secretaris-generaal of rechtstreeks het Bureau, indien het gaat om een ambtenaar, een personeelslid dan wel om personeelsleden die niet aan het Statuut onderworpen zijn; in geval van een niet-nakoming van overeenkomstige verplichtingen door afgevaardigden, dient hij/zij de Voorzitter van het Europees Parlement hiervan in kennis te stellen.
Any official or servant of the European Parliament who becomes aware of evidence which gives rise to a presumption of the existence of possible cases of fraud, corruption or any other illegal activity detrimental to the interests of the Communities, or of serious situations relating to the discharge of professional duties which may constitute a failure to comply with the obligations of officials or servants of the Communities or staff not subject to the Staff Regulations liable to result in disciplinary or, in appropriate cases, criminal proceedings, shall inform without delay his Head of Service or Director-General or, if he considers it useful, his Secretary-General or the Office direct, in the case of an official, servant or staff member not subject to the Staff Regulations, or, in the case of failure to comply with the analogous obligations of Members, the President of the European Parliament.

11. Dit artikel geldt ook voor gevallen waarin een ambtenaar gebruikmaakt van zijn rechten uit hoofde van artikel 21 bis van het statuut of waarin een ambtenaar verplicht is om melding te maken van de in lid 1 vermelde aangelegenheden.

Until 30 June 2014, with regard to those officials who have been transferred to the EEAS pursuant to Council Decision 2010/427/EU, by way of derogation from Articles 4 and 29 of these Staff Regulations and under the conditions set out in Article 7(1), the Appointing Authorities of the institutions concerned may in exceptional cases, acting by common agreement and solely in the interest of the service, after having heard the official concerned, transfer such an EEAS official from the EEAS to a vacant post of the same grade in the General Secretariat of the Council or in the Commission without notifying the staff of the vacant post.
