Voor een efficiënte decentralisering zijn evenwel nieuwe investeringen benodigd in a) de scholing van lokale autoriteiten en leidinggevend en onderwijsgevend personeel in het beheer en de efficiënte inzet van middelen; b) de ontwikkeling van een systeem voor kwaliteitsborging op alle niveaus, d.w.z. de verspreiding van een cultuur van kwaliteitsbesef in het gehele stelsel van onderwijs en beroepsopleiding, die berust op het vertrouwen in en de autonomie van lokale actoren, die te werk gaan op basis van een reeks gemeenschappelijke kwaliteitsnormen; deze actoren moeten er met name voor waken dat een grotere verantwoordingsplicht op school-/lokaal niveau gelijke behandeling, gendermainstreaming of participatie van studenten en leerlingen in gevaar brengt; en c) een kader voor zowel algemene als beroepskwalificaties, dat transparant is en afgestemd op nationale behoeften, maar ook aansluit bij soortgelijke kaders op Europees niveau (zie hoofdstuk 6 hieronder).

Section 6 below).
