Any member state may, however, conclude an arrangement with the Council acting on behalf of the Organization whereby such member state will employ and assign to the Organization all of its nationals (except, if such member state so desires, any not ordinarily resident within its territory) who are to serve on the International Staff of the Organization and pay the salaries and emoluments of such persons from its own funds at a scale fixed by it. The salaries and emoluments so paid may be taxed by such member state but shall be exempt from taxation by any other member state.
Toutefois, un État membre pourra conclure avec le Conseil, agissant au nom de l'Organisation, des arrangements permettant audit État membre de recruter et d'affecter à l'Organisation ses propres ressortissants (exception faite, si cet État membre le désire, de tout ressortissant ne résidant pas habituellement sur son territoire), devant faire partie du personnel international de l'Organisation. 12. Encourages the participating States to create a climate of confidence propitious for the installation of a public/private partnership in this field via responsible dialogue with the air freight industry both within the participating States and between the OSCE and the competent international organizations (World Customs Organization (WCO), International Air Transport Association (IATA)), in order to determine the type of measures to be recommended on this subject with regard to the existing standards and the economic imperatives affecting the air freight industry;
12. By virtue of the remits set out in its rules of procedure, FRONTEX is responsible for carrying out risk analysis based on the information gathered by the competent authorities in the Member States, for facilitating operational cooperation between the Member States and third countries, and for cooperating with the competent authorities of third countries and with international organisations through, for example, exchanges of experience on border control issues, the training of border guards, operational information exchanges and joint operations.
