Welcomes the fact that the Commission has, in its Annual Growth Survey 2015, underlined the economic significance of the European Structural and Investment Funds ( including the youth employment initiative); recalls that these funds represent 10 % of total public investment on average in the EU but that the situation varies across countries and that in some Member States they can amount to as much as 80 % of public investment; emphasises that the Structural and Investment Funds constitute a good example of the synergy between the European budget and the national budgets on the basis of commonly agreed objectives enshrined in partnership agreements on growth and investment in line with the Europe 2020 strategy; supports all efforts in the direction of an intelligent pooling of European and national budgetary means in order to achieve efficiency gains, economic stimulation and lower national deficits by means of a positive effect of shared resources;

14 (1) If an investment plan is, or reasonably expects to be, a qualifying small investment plan for a fiscal year of the investment plan, if section 13 does not apply in respect of a reporting period in the fiscal year and if no application by the investment plan under subsection 15(1) in respect of the fiscal year has been approved by the Minister, the investment plan may make an election to be a prescribed financial institution for the purpose of paragraph 225.2(1)(b) of the Act that is effective from the first day of the fiscal year.

Recalls the considerable difficulties of interpretation and implementation which have arisen as a result of the current text of the Investment Services Directive, and emphasises the importance of the consistent implementation of a revised Investment Services Directive by the Member States; believes that the Commission has a vital role to play in ensuring a revised Directive is properly enforced, and urges the Commission to take firm and prompt infringement action against any Member States which do not implement the proposed new approach correctly; urges the Commission not to wait for any amendment to the Investment Services Directive before taking action against existing failures by Member States to implement the Investment Services Directive;
