For the purposes of applying Article 69 of Regulation (EC) No 883/2004, if the competent institution finds that there is no entitlement under the legislation being applied, it shall immediately forward the application, together with all relevant documents and information, to the institution of the Member State to whose legislation the person concerned has been subject for the longest period of time.
