A justice may issue a warrant in either of the following cases: if he is satisfied that a warrant to arrest the individual exists and if there are reasonable grounds to believe that the person is present in the dwelling-house; or if he is satisfied that there are reasonable grounds to arrest the individual and to believe that he is present in the dwelling-house.
