9 (1) The capital sum on which the Province of Manitoba is entitled to receive half-yearly payments of interest at the rate of five per cent per annum, as fixed by An Act to amend and continue the Act 32 and 33 Victoria, chapter 3; and to establish and provide for the Government of the Province of Manitoba, chapter 3 of the Statutes of Canada, 1870, and as readjusted or increased by any subsequent Act, shall continue to be calculated on a population of one hundred and twenty-five thousand at a rate per capita ascertained by dividing the sum of five hundred and fifty-one thousand four hundred and forty-seven dollars by seventeen thousand, which was the estimated population of the Province under that Act, the said sum of five hundred and fifty-one thousand four hundred and forty-seven dollars being the amount of capital on which the Province was entitled to receive interest under and by virtue of section 24 of that Act and An Act to re-adjust the amounts payable to and chargeable against the several Provinces of Canada by the Dominion Government, so far as they depend on the debt with which they respectively entered the Union, chapter 30 of the Statutes of Canada, 1873.

Whereas pursuant to paragraph eleven of the Terms of Union between the Dominion of Canada and the then Colony of British Columbia and to certain statutes of the Legislature of the Province of British Columbia, being chapter eleven of the statutes of the year eighteen hundred and eighty, chapter fourteen of the statutes of the year eighteen hundred and eighty-three, and chapter fourteen of the statutes of the year eighteen hundred and eighty-four, there were granted by the Province to Canada certain Crown lands in the Province by way of consideration for Canada’s undertaking to secure the construction of a railway to connect the seaboard of the Province with the railway system of Canada and of Canada’s paying to the Province from the date of the Union an annual sum of one hundred thousand dollars, the said Crown lands being defined in the statutes aforesaid and having become known as the Railway Belt and the Peace River Block;

Calls on all countries in the region to act swiftly to tackle the persistent reports of alleged arbitrary arrests, ill-treatment and abuses, in spite of legislation prohibiting such practices; expresses particular concern over the reports of torture in detention centres and the arbitrary arrests of thousands of migrants in Mauritania, as well as the authorities’ refusal after two years to communicate the whereabouts of certain convicted prisoners to their families; expresses alarm also at reports in Chad of mass ill-treatment in detention, detention without trial, and hundreds of forced evictions in N’Djamena, in addition to the forced disappearance of prisoners; points out that forced disappearances are considered a war crime under the Rome Statute; condemns the reports of extremely poor conditions in some of the region’s prisons, particularly in Chad and Mali, which lack basic healthcare and inflict great suffering on inmates; calls on the Sahel countries to improve living conditions for prisoners and, in particular, to guarantee the safety and security of the most vulnerable groups, such as women and children; draws attention, moreover, to the recent death sentences imposed by the Malian judiciary for crimes including robbery, criminal association and the illegal possession of firearms;

We expect a great deal from the democratisation process, and the Commission should not, in the report it is preparing on all aspects of the situation in Lebanon and on EU-Lebanon relations, overlook certain key issues that are fundamental for the future of democracy. These include the return of the death penalty; the tens of thousands of people who have disappeared in Lebanon; Lebanon’s adoption of the Rome Statute on which the International Criminal Court is founded; its adoption of the Geneva Convention Relating to the Status of Refugees; a solution to the issue of Palestinian refugees; and also certain individual cases of great concern to this House, such as that of the lawyer Mr Mughrabi, who is in prison today as a result of statements he actually made in this Chamber to Members of the European Parliament.

In actual fact, what are most apparent are non-transparent decisions, the diversion of public funds into private interests, whatever the status of the undertakings, the rapid increase in prices for users, the granting of benefits to unethical private groups and the abolition of hundreds of thousands of jobs in Europe, while, as for workers’ statutes, they have gone right out of the window.

It is an exceptional fact of democracy that thousands of men and women have debated together and demonstrated in favour of a different kind of economy, directly linked to daily life and democracy, because the fact that 134 governments are members of the WTO does not in itself guarantee transparency or democracy in decision-making processes because, over and above formal statutes, what really exists is the contractual power exercised by the strongest governments and multinationals.
