Irwin Cotler: With regard to the crisis in Syria: (a) what criteria does the government use to determine (i) whether to intervene, (ii) when to intervene, (iii) the nature and scope of any intervention; (b) who makes the determination in (a) and how; (c) what sources does the government rely upon in determining (a); (d) what legal obligations are considered with respect to (a) and in what ways does the Responsibility to Protect doctrine factor into decision making under (a); (e) in what ways has the government evaluated its obligations under the Responsibility to Protect doctrine with respect to Syria; (f) when were such evaluations done, by whom, and with what outcome; (g) have the criteria by which the government determines its official policy towards the crisis in Syria changed since 2012; (h) when the Minister of Foreign Affairs publicly expressed his support for an indictment of Bashar al-Assad by the International Criminal Court (ICC) in 2012, was this the position of the government and does it remain the position of the government that al-Assad ought to be indicted by the ICC; (j) with respect to Canada’s decision not to sign on to the request of 57 countries made in January, 2013, to ask the Security Council to refer the situation in Syria to the ICC, did Canada support this request; (k) with respect to (j), when, why, how, and by whom were the determinations made in this regard, and when was Canada approached to join in this endeavor and by what means; (l) what criteria were applied in determining whether to support this effort; (m) are there any specific policies or directives within the Department of Foreign Affairs and International Trade that guide decision-making with regard to Canadian intervention in situations of humanitarian crisis; (n) was the decision not to sign the Swiss-led letter asking the United Nations Security Council to refer the situation in Syria to the ICC made by the Minister of Fore ...

17. Insists on the fact that the Council, by adopting the above-mentioned Basic Principles on the Use of Restrictive Measures (Sanctions), has committed itself to using sanctions as part of a comprehensive and integrated policy approach; stresses in this respect that this approach includes in parallel political dialogue, incentives and conditionality, and could even involve, as a last resort, the use of coercive measures, as set out in the Basic Principles; considers that human rights and democracy clauses, the system of generalised preferences and development aid should be used as tools of such a comprehensive and integrated policy approach;
17. insiste sur le fait que le Conseil, en adoptant les Principes de base précités concernant le recours aux mesures restrictives, s'est engagé à recourir aux sanctions dans le cadre d'une approche globale et intégrée; souligne à cet égard que cette approche devrait inclure, en parallèle, le dialogue politique, des mesures d'incitation et la conditionnalité, et pourrait même aller, en dernier ressort, jusqu'à la mise en œuvre de mesures coercitives, comme le prévoient les Principes de base; estime que cette approche globale et intégrée devrait avoir comme outils les clauses relatives aux droits de l'homme et à la démocratie, le système des préférences généralisées et l'aide au développement;

15. Considers that a new Black Sea policy approach cannot be limited to economic cooperation but should also aim at creating an area marked by sustainable democracy, good governance and the rule of law, and underlines, in particular, the importance of political and judicial reform and effective implementation of commitments; stresses that fostering respect for human rights, democracy and fundamental freedoms is one of the main pillars of the EU's external policy, and emphasises the need to mainstream those values respectively both in bilateral relations and in the regional approach, irrespective of the degree of willingness shown by partner governments; calls upon the European Union to address the issues of regional cooperation in these fields within the human rights dialogues and consultations with the Black Sea countries, as well as within multilateral fora; encourages the Commission to make full use of the European Instrument for Democracy and Human Rights and of the Black Sea Synergy in order to promote regional cooperation among civil societies;
15. considère qu'une nouvelle approche politique pour la mer Noire ne peut se réduire à la coopération économique mais devrait aussi viser à créer un espace ayant pour caractéristiques une démocratie viable, la bonne gouvernance et l'État de droit; souligne, en particulier, l'importance des réformes politiques et judiciaires et d'une mise en application concrète des engagements; souligne que la promotion du respect des droits de l'homme, de la démocratie et des libertés fondamentales est l'un des principaux piliers de la politique extérieure de l'Union européenne, et insiste sur la nécessité d'intégrer ces valeurs, dans les relations bilatérales comme dans l'approche régionale et ce, quel que soit le degré de bonne volonté des gouvernements partenaires; invite l'Union européenne à aborder les questions de coopération régionale en ces matières dans le cadre des dialogues sur les droits de l'homme et des consultations avec les pays riverains de la mer Noire, ainsi que dans les enceintes multilatérales; encourage la Commission à utiliser pleinement l'instrument européen pour la démocratie et les droits de l'homme et la synergie de la mer Noire pour promouvoir la coopération régionale parmi les sociétés civiles;

Stresses that the Black Sea regional policy approach must be used neither to provide an alternative to EU membership nor to define the frontiers of the EU; considers, however, that the objectives specified herein should represent an integral and coherent part of the broader EU foreign policy towards the neighbouring countries and countries participating in the Black Sea regional strategy;

Considers that, in order to adopt a coherent, effective and result-oriented regional policy approach, the Communication has to be followed by further consistent steps on the part of the EU to encourage a genuine regional dimension tailored to this area; is also concerned by the fact that the results of the Black Sea regional strategy pursued since 1997 have not been properly evaluated; calls on the Commission to prepare a thorough assessment of previous and ongoing activities and to present the results to Parliament;

Addressing these issues requires urgent, sustained global action and an integrated policy approach, using a wide range of regionally, nationally or internationally defined policy tools and measures.

By 2020, British Columbia's port system will have: an international reputation for a secure, world-class port system with exemplary service performance from dockside to customer; state of the art port terminals that use an appropriate mix of technology and people; the needs of industry and local communities in balance while preserving the environment and ensuring safety and security; one consistent region-wide approach to infrastructure planning and development with integration across the entire supply chain, avoiding duplication and overlap; a common policy approach across all levels of government that treats the port system as a strategic asset and economic generator, stimulating investment; and finally, a growing, productive and prosperous workforce.

However, any credible policy approach to the issue of bulk water removal must address two important elements: First, the management of Canadian waters involves multiple jurisdictions; and, second, any approach should take into consideration the man- made and natural factors that exert significant stresses on our water resources.
