Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Calls on the Commission and the Member States to uphold the integrity of the park, for example by increasing its commitment to funding sustainable conservation and economic development and diversification of the surrounding region; calls, in particular, on the EU to support the DRC Government in developing sustainable energy and economic alternatives to extractive industries, in improving the mobilisation of domestic resources, especially through fair and progressive tax systems, in governance, and in combating poaching, illegal logging, illegal mining and corruption, which are persistent factors that could cause irreversible damage to the park;

Encourages the Member States and European cities to develop a parking policy (parking space supply, use of intelligent parking systems and appropriate pricing) which can be part of an integrated urban policy and at the same time to put greater efforts into the development of functional intermodal hubs, providing varied transport services and enabling a smooth combination of transport solutions, such as collective transport, shared transport, cycling and rental services; calls for better connectivity of suburban parking spaces with rail and public transport services through, for example, ‘park and ride’ options; recalls the need to eliminate deficiencies in provision for citizens with disabilities;

The Directive will oblige Member States to take into account the provision of safe parking areas when planning and constructing road infrastructure projects to develop the trans-European road network. The Directive has recently been adopted by Parliament and Council .
