The Commission’s biennial reports should, in particular, analyse the extent to which exceptional retail roaming surcharges have been authorised by national regulatory authorities, the ability of home network operators to sustain their domestic charging models and the ability of visited network operators to recover the efficiently incurred costs of providing regulated wholesale roaming services.
La Commission devrait notamment analyser, dans ses rapports biennaux, la mesure dans laquelle les autorités réglementaires nationales ont autorisé à titre exceptionnel la facturation de frais d’itinérance au détail supplémentaires, la capacité des opérateurs des réseaux d’origine à maintenir leur modèle tarifaire national et la capacité des opérateurs des réseaux visités à recouvrer les coûts engagés de manière efficace pour la fourniture de services d’itinérance de gros réglementés.
