Reiterates the commitment of the international community to protect civilians in Libya, including through the intensification of pressure on the Libyan regime, and to support the building of a democratic Libyan state; welcomes the EU's decision to step up its sanctions against the regime by adding six port authorities under the regime's control to the EU asset-freeze list; reiterates its call on Colonel Muammar Mohammed Abu Minyar Gaddafi to relinquish power immediately;
