Member States would therefore in turn make sure that the relevant information is passed to all relevant governmental departments and agencies, including emergency services organisations, informing relevant industry sector bodies so that they in turn will inform affected owners and operators of critical infrastructure through a network of contacts established within the Member States.

Calls for the Schengen Information System to be managed within the EU framework by a separate agency, financed from the EU budget, and for the establishment of a Community (Union) information system under the responsibility of the Commission, which would be a single computer network system for the data received under the three conventions (Schengen, Europol and Customs Use), taking into account the need to keep the respective data separate and the need to ensure the functional separation (access levels, security system, etc.) required by end-user services, both within the Community framework and under the third pillar;

Calls on the Commission to analyse how the healthcare systems can meet the objective of providing access for all to high-quality treatment for which there is a demonstrable need within reasonable time limits, with special reference to the problem of the interconnections between health insurance schemes for people who move to another Member State and/or take employment in another Member State and/or come to the "end" of their working lives as frontier workers; anticipates that the collection of statistics and comparable data would make it possible to develop effective cooperation between the Member States, which would lead to best practice being applied; considers that such a Community monitoring system should be established by extending the remit of an existing Community agency that would collaborate with networks operating in the Member States or internationally, and with the help of EUROSTAT;
