Calls upon MEPs in the Petitions Committee to adopt final internal rules to ensure maximum efficiency and openness in the work of the Committee and to make proposals to revise accordingly the Rules of Procedure of the European Parliament in order to consolidate their continuous attempts during the whole seventh legislature to improve working methods; calls on the Petitions Committee to adopt clear deadlines in the process of petitions in order to speed up the petitions life-cycle in the European Parliament and make the whole process even more transparent and democratic; underlines that this could put in place a defined lifecycle of the petition from registration until their final closure in the European Parliament, similarly to the existing deadlines for the work in process on legislative and non-legislative files; considers that these deadlines should establish an alert mechanism which automatically draws Members’ attention to petitions on which there has not been any action or correspondence for a considerable amount of time, in order to avoid old petitions staying open over years without substantial reason; recalls that fact-finding visits are one of the key investigative instruments of the Petitions Committee, therefore an urgent revision of the relevant rules is needed, in order to enable the newly elected Members to carry out efficient visits and report swiftly back to the petitioners and the Committee on their findings and recommendations;
37. demande aux députés de la commission des pétitions d'adopter un règlement intérieur définitif, en vue de garantir une efficacité et une ouverture maximales dans les travaux de la commission, et d'émettre en conséquence des propositions de révision du règlement du Parlement, dans le but de consolider les efforts de longue haleine consentis tout au long de la septième législature pour améliorer les méthodes de travail de la commission; demande à la commission des pétitions de définir des délais clairs pour la procédure de pétition afin d'accélérer le traitement des pétitions au sein du Parlement et de renforcer la transparence et le caractère démocratique du processus; souligne qu'il y aurait lieu de définir ainsi un calendrier-type pour le traitement des pétitions, depuis leur enregistrement jusqu'à leur clôture définitive, similaire au calendrier auquel sont assujettis les dossiers législatifs et non législatifs; estime que ce calendrier devrait s'accompagner d'un mécanisme d'alerte qui permette d'attirer automatiquement l'attention des membres sur les pétitions qui n'ont pas été traitées ni n'ont fait l'objet d'une correspondance depuis très longtemps, afin d'éviter que d'anciennes pétitions demeurent ouvertes pendant des années sans raison valable; rappelle que les missions d'information sont l'un des instruments d'enquête les plus importants dont dispose la commission des pétitions, et qu'une révision urgente des règles y afférentes s'impose dès lors afin de permettre aux députés qui seront élus prochainement de mener des missions efficaces et de soumettre rapidement aux pétitionnaires et à la commission le rapport contenant leurs conclusions et recommandations;

(b) report to the Member States, to the Commission and, as appropriate, to all other entities directly involved in the development of the core network corridor on any difficulties encountered and contribute to finding appropriate solutions; if the European Coordinator considers that the smooth running of a project is being seriously hampered, he or she may also alert the Commission for the purposes of enforcing Article 59.

Furthermore, on becoming aware that a person for whom an alert exists in the SIS II is misusing someone else's identity, the issuing Member State shall check whether it is necessary to maintain the misused identity in the SIS II alert (to find the sought person).

Once the system is operational and alerts are included in it, the SIS II will only be possible to store the following information on persons for whom an alert has been issued: surname(s) and forename(s), name(s) at birth, aliases, specific physical characteristics, place and date of birth, sex, photographs, fingerprints, nationality(ies), whether the person concerned is armed, violent or has escaped, reason for the alert, authority issuing the alert, a reference to the decision giving rise to the alert and link(s) to other alerts issued in SIS II. It will also include the action to be taken in the event that there is a “hit” (i.e. if a competent national authority finds an alert in SIS II concerning a non-EU national on whom they have carried out a check).

If a Member State that entered an alert for refusal of entry or stay finds out that the person who is the subject of the alert has been issued a residence permit, it shall instigate a consultation procedure with the Member State that issued the residence permit, via the SIRENE Bureaux using an O form. The consultation via SIRENE Bureaux using an O form shall also take place if the Member State that issued the residence permit discovers later that there is an alert for refusal of entry or stay on that person entered into the SIS II

Acknowledges the Court's criticism with regard to the flat-rate payments for staff travels between the three usual work-places; accepts, however, that it was the intention of Parliament's administration to strike a balance between the requirements of the regulatory framework and the demands of the institution's particular working environment; asks the Court to monitor the functioning of the flat-rate system and alert the discharge authority if it finds any indication of misuse;
