Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Definition: Considerable cultural variations occur in the presentation of this disorder, and two main types occur, with substantial overlap. In one type, the main feature is a complaint of increased fatigue after mental effort, often associated with some decrease in occupational performance or coping efficiency in daily tasks. In response, the Commission is presenting two documents to the Council and the European Parliament, firstly a working document on the "Supply and demand of protein-rich crops in the EU following the BSE crisis". This paper analyses the use of protein within the EU and includes a first assessment of possible changes in feed use following the current BSE crisis and the ban on PAP in feed decided in December. The second document is a communication to the Council and the European Parliament on options to promote the cultivation of plant proteins in the EU, which is based on the working document.

Pursuant to Order made Tuesday, March 15, 1994, the House resumed consideration of the motion of Mr. Ouellet (Minister of Foreign Affairs), seconded by Mr. Robichaud (Secretary of State (Parliamentary affairs)), — That a Special Joint Committee of the House of Commons and the Senate be appointed to consider Canada’s foreign policy including international trade and international assistance; That the document entitled “Guidance Paper for the Special Joint Parliamentary Committee reviewing Canadian Foreign Policy” be referred to the Committee; That the Committee be directed to consult broadly and to analyze the issues discussed in the above-mentioned document, and to make recommendations in their report concerning the objectives and conduct of Canada’s foreign policy; That the Committee be composed of fifteen Members of the House of Commons and seven Members of the Senate; That the Members of the House of Commons Standing Committee on Foreign Affairs and International Trade be appointed on behalf of the House as members of the said Committee; That the Committee have the power to sit during sittings and adjournments of the House; That the Committee have the power to report from time to time, to send for persons, papers and records, and to print such papers and evidence as may be ordered by the Committee; That the Committee have the power to retain the services of expert, professional, technical and clerical staff; That the Committee have the power to adjourn from place to place inside Canada and abroad and that, when deemed necessary, the required staff accompany the Committee; That a quorum of the Committee be twelve Members wheneve a vote, resolution or other decision is taken, so long as both Houses are represented and that the Joint Chairpersons be authorized to hold meetings, to receive evidence and authorize the printing thereof, whenever six Members are present, so long as both Houses are represented; That the Committee be empowered to appoint, from amo ...
Conformément à l’ordre adopté le mardi 15 mars 1994, la Chambre reprend l’étude de la motion de M. Ouellet (ministre des Affaires étrangères), appuyé par M. Robichaud (secrétaire d’État (Affaires parlementaires)), — Qu’un Comité mixte spécial de la Chambre des communes et du Sénat soit constitué pour examiner la politique étrangère du Canada, y compris le commerce international et l’aide étrangère; Que le document intitulé « Lignes directrices pour le Comité mixte spécial chargé de l’examen de la politique étrangère du Canada » soit renvoyé au Comité; Que le Comité ait le mandat de procéder à de vastes consulta tions, à analyser les questions traitées dans le document sus mentionné,et à formuler dans son rapport des recommandations sur les objectifs et l’application de la politique étrangère du Canada; Que le Comité soit composé de quinze députés de la Chambre des communes et de sept sénateurs; Que les membres du Comité permanent des affaires étrangères et du commerce international de la Chambre des communes soient nommés au nom de la Chambre à titre de membres dudit Comité; Que le Comité soit autorisé à siéger pendant les séances de la Chambre et les périodes d’ajournement; Que le Comité ait le pouvoir de faire rapport de temps à autre, de convoquer des témoins, d’exiger la production de documents et de dossiers, et de faire imprimer ces documents et témoignages selon ce qu’ordonnera le Comité; Que le Comité ait le pouvoir de retenir les services de spécialistes, de personnel professionnel, technique et de bureau; Que le Comité ait le pouvoir de se déplacer d’un endroit à l’autre au Canada et à l’étranger et que, s’il y a lieu, le personnel nécessaire accompagne le Comité; Que le quorum du Comité soit fixé à douze membres lorsque celui-ci doit voter, se prononcer sur une résolution ou prendre une autre décision, à condition que les deux Chambres soient représentées et que les coprésidents soient autorisés à tenir des réunions pour entendre des témoignages ...
