Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Definition: The common themes that are shared by dissociative or conversion disorders are a partial or complete loss of the normal integration between memories of the past, awareness of identity and immediate sensations, and control of bodily movements. All types of dissociative disorders tend to remit after a few weeks or months, particularly if their onset is associated with a traumatic life event. More chronic disorders, particularly paralyses and anaesthesias, may develop if the onset is associated with insoluble problems or interpersonal difficulties. These disorders have previously been classified as various types of conversion hysteria . They are presumed to be psychogenic in origin, being associated closely in time with traumatic events, insoluble and intolerable problems, or disturbed relationships. In those circumstances the Tribunale amministrativo regionale del Lazio asked the Court of Justice of the European Communities: (1) when a service provider is regarded as having fulfilled his obligations relating to social security contributions and taxes for the purpose of being admitted to a procedure for the award of public contracts; (2) when the service provider must provide evidence that those obligations have been fulfilled; and (3) whether a service provider, who is late in paying his social security contributions or taxes or has been authorised by the competent authorities to pay those contributions and taxes by instalment or has brought administrative or legal proceedings to contest the existence or the amount of its tax or social security obligations, must be regarded as having failed to fulfil those obligations under the directive on public service contracts .

These requirements concern, for example, the use of products of a specified origin, the obligation to mention a priori that the contractor agrees to pay some form of compensation, the obligation to indicate the number of hours of direct labour performed in the Member State of the contracting authority and abroad, the obligation to indicate the nature and value of products developed on the basis of national RD, the nature and value of products for which it is important to obtain a national reference, the obligation for site staff to have good command of the language of the Member State where works are to be executed, etc. In all these cases the Commission was able to have the offending clauses removed.
Ces exigences concernent, par exemple, l'utilisation de produits d'une origine déterminée, l'obligation de mentionner a priori que l'entrepreneur est d'accord avec le paiement de compensations économiques, l'obligation d'indiquer le nombre d'heures de travail directes effectuées tant dans l'Etat membre du pouvoir adjudicateur qu'à l'étranger, l'obligation d'indiquer la nature et la valeur des produits mis au point par la RD nationale, la nature et la valeur des produits pour lesquels l'obtention d'une référence nationale serait importante, l'obligation pour le personnel travaillant sur le chantier de maîtriser la langue de l'Etat membre où les travaux sont à exécuter.La Commission a pu, dans tous ces cas, faire supprimer les clauses contestées.
