Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). The Commission should be empowered to adopt delegated acts in accordance with Article 290 TFEU in order to determine the rules for the calculation of the interest rate to be applied in the event of a decision on the recovery of misused amounts from the Fund and to guarantee the rights to good administration and of access to documents of beneficiaries in procedures in respect of such a recovery; determine the type of contributions to the Fund and the matters for which contributions are due, and the manner in which the amount of the contributions is calculated and the way in which they are to be paid; specify registration, accounting, reporting and other rules necessary to ensure that the contributions are paid fully and in a timely manner; determine the annual contributions necessary to cover the administrative expenditure of the Board before it becomes fully operational; determine the contribution system for institutions that have been authorised to operate after the Fund has reached its target level; determine the criteria for the spreading out in time of the contributions; determine the criteria for determining the number of years by which the initial period for reaching the target level can be extended; determine the criteria for establishing the annual contributions when the available financial means of the Fund diminishes below its target level after the initial period; determine the measures to specify the circumstances and conditions under which ex-post contributions may be temporarily deferred for individual institutions; and determine the detailed rules for the administration of the Fund and general principles and criteria for its investment strategy.

47. Welcomes the principle of the redeployment of staff according to political priorities but considers that the rate of redeployment should be more ambitious than 1%; recalls that this redeployment must take full account of the priorities identified by Parliament; expects the Commission to take the opportunity of the ongoing screening exercise to make a significant shift in the prioritisation of staff allocation and the proportion of overhead; will assess the level of Commission staff needs in the global context of heading 5 during the annual budgetary procedure; notes the Commission's proposed redeployment of 565 staff, with 287 redeployed between departments and 278 redeployed within departments; requests the Commission to supply more detailed information in the PDB regarding the redeployment of staff so that Parliament has the necessary information to assess whether the 1% target is an appropriate target; considers that the creation of a central redeployment pool should be in line with the principle of administrative simplification, and better delivery of programmes and actions while avoiding unnecessary administrative burdens;
47. se félicite du principe de redéploiement du personnel en fonction des priorités politiques, mais considère que le taux de redéploiement (1 % seulement) devrait être plus ambitieux; rappelle que le redéploiement doit tenir pleinement compte des priorités définies par le Parlement; espère que la Commission saisira l'opportunité de l'exercice d'évaluation en cours pour déplacer sensiblement les priorités concernant les affectations en personnel et la proportion des frais généraux; évaluera les effectifs de la Commission nécessaires dans le contexte global de la rubrique 5 au cours de la procédure budgétaire annuelle; prend note du redéploiement, proposé par la Commission, de 565 personnes, à savoir 287 entre services différents et 278 au sein des mêmes services; demande à la Commission de fournir davantage de détails, dans l'avant-projet de budget, sur le redéploiement des effectifs afin que le Parlement puisse déterminer si l'objectif de 1 % est approprié; considère que la création d'un pool central de redéploiement doit être conforme aux principes de simplification administrative et de meilleure organisation des programmes et des actions, tout en évitant les charges administratives superflues;
