Allow me to say once again how much the Commission appreciates the excellent work undertaken by the European Ombudsman’s office, and how grateful it is for it. The Ombudsman himself, Mr Söderman, deserves particular recognition. He is the driving force and is largely responsible for the results and beneficial effects achieved by this new institution of the European Ombudsman. It has to be said that the citizens of Europe are daily becoming more familiar with it.

Those who are more backward and more reactionary have, once again, triumphed over those who are fighting to see fundamental rights applied to all people and for an effective, legally binding response to new issues such as the risks of science, the rights of the new citizens, the right to a healthy environment etc. Consequently, we are once again left disappointed and dissatisfied.
Une fois de plus, les plus rétrogrades ont battu ceux qui, dans la société civile et dans les institutions, se battent pour que les droits fondamentaux s'appliquent à tous et constituent une réponse efficace et juridiquement contraignante aux nouvelles questions comme les risques de la science, les droits des nouveaux citoyens, le droit à un environnement sain, etc.

We are saying if we can look at the unemployment insurance system, take money that is exclusively paid for benefits and turn it into an employment service fund, then we can offer those people a chance to go back to school, a chance to become literate, a chance to get good counselling, a chance to have a job corps for older workers, a chance once again to put their talents to work.
Ce que nous proposons, c'est de prendre dans le régime d'assurance-chômage l'argent qui sert exclusivement à verser des prestations et de s'en servir pour créer une caisse de l'emploi et pour permettre à ces gens-là de retourner à l'école, de s'instruire et d'être bien conseillés, pour créer un programme Compagnie de travailleurs pour les travailleurs âgés et profiter ainsi de leurs talents.
